The analysis by Eric Schulte Nordholt delves into the effects of the crisis on census comparability and quality, focusing on register-based censuses, specific issues potentially affecting data quality, comparability challenges over time and with other countries, and variations in inhabitants and household sizes. The study explores the implications of delayed administrative data, changes in data collection methods during crisis waves, and complexities in data weighting, highlighting the need for adjustments to maintain data integrity.

  1. Effects of the crisis on census comparability and quality Eric Schulte Nordholt

  2. Contents Register-based censuses Specific issues that could hamper quality Comparability issues Quality, administrative data and the statistical process Conclusions 2

  3. Register-based censuses (1) Data sources for the Dutch Census : Main registers used Population Register (automated population registration system) Jobs file (all employees) Self-employed file (all self-employed) Fiscal administration Social security administration Pensions and life insurance benefits Housing Register Survey Labour Force Survey 3

  4. Register-based censuses (2) 4

  5. Specific issues that could hamper quality Quality of administrative data used Are they delayed? Are they as up to date as before? Problems with using existing LFS microdata No CAPI observations in the first and second wave of the crisis Other answers in other modes (CATI; CAWI) Gradually less CAPI and more other modes over time for which we corrected, but what to do now? More complicated weighting issues Less records in the three year period around Census Day less detail possible in the occupation tables compared to the Census 2011 5

  6. Comparability issues (1) Hardly any comparability issues with other register- based census countries Comparability issues with other countries? In 2020 more people died and less people immigrated resulting in a smaller population growth than in previous years, but in the comparison between 2011 and 2021 this is a negligible effect Comparability over time? 6

  7. Comparability issues (2) Inhabitants and household size 18 Number of inhabitants (x mln) / Mean houshold size 16 14 12 10 8 6 4 2 0 1829 1839 1849 1859 1879 1889 1899 1909 1920 1930 1947 1960 1971 1981 1991 2001 2011 Census year Number of inhabitants Mean household size 7

  8. Quality, administrative data, and the statistical process Data source holder NSI Eurostat Input quality of admin. source Output quality of statistical data (based on admin. data) Process quality : Conversion of admin. data to statistical data 8

  9. Conclusions Our Census Day is just behind us The data are coming in this year and next year Comparability and quality issues are important The real effects are still inknown For register-based censuses the effects will be minor compared to censuses with census questionnaires Delay of European plan to have yearly census updates 9
