Identifying measures Overview of different analytical frames to help cities brainstorm/ identify local actions. Everything a city is doing, or everything that is happening in the city has to do with the global agendas There are different mechanisms that a city can use to take action: managing and governing, planning and developing, building and retrofitting, funding and promoting economic development, engaging multi-stakeholders and co-creating.

Measures from existing policies and plans The first approach would be for a city to look at existing policies and plans and the short, medium and long-term projects/measures/activities related to it. Here the exercise would be a detailed screening of all areas while developing ideas to mainstreaming all or certain agenda only into them. It is about doing things a differently in face of needs and priorities related to global and national goals. Measures from existing policies and plans Policies / Plans Flagship measure/ project How can this project/measure be amended in order to increase positive contribution or decrease negative contribution to the SDGs? How does this project/measure affect GHG emissions and will be impacted the climate change effects and therefore how could the project/measure be amended to reduce GHG emission, decrease vulnerability and increase resilience of the city? How is the project/measure related to other policies/plans? How to increase co- benefits / reduce trade-offs in other area? (integrated thinking) Template
Actions needed to tackle critical targets from SDG-self-assessment A second starting point would be the SDG self-assessment. Here the municipality can either prioritize the SDGs in advance and look only at the goal specific targets or it could try to analyse as many goals/targets as possible, ideally with the involvement of as many stakeholders as possible. In either case, the targets where the self-assessment is critical would define the priorities where urgent action is needed, even if cities don t have the direct mandate for it. A next step would then entail understanding how the identified actions/measures fit in existing policies and plans. Related tool: SDG-wheel What to do: for each target assessed critically: brainstorm in a team as diverse as possible (different city departments, civil society, academia, private sector) what could be projects / measures that will help tackle the given issue? Think big and out of the box, be courageous? Prepare a long wish list of project for each SDG-target or also more consolidated for each SDG.
Brainstorming along spatialisation of challenges and opportunities A third way to identify concrete and localized actions is to come from the spatialization of challenges and opportunities, ideally also involving the local communities, as great knowledge holders and enabler of implementation. From the map, the most prioritized issues are the base to brainstorm solutions that either make use of the identified opportunities and/ or tackle the given challenge. Advantage here is to have spatialized solutions, that however need also be considered as a whole as well throughout city planning and financing mechanisms. Define action based on levels of control / governance roles / types of instrument Levels of control or governance roles are another key framework to help brainstorm and define concrete measures to implement global agendas at the local level. Here there are different ways to start, e.g. focusing on general challenges a city is facing, or on specific SDGs goals or targets or other overarching goals a city might have. The idea is then to brainstorm about different policies / activities / measures / projects relevant for your city along the different roles (self-governing, governing through enabling, governing by provision, governing by authority). Here you can also structure the thinking along the different types of instruments available to cities: a) regulation / formal instruments, b) economic instruments c) communication / informal instruments d) organizational development. This can be done also for a specific SDG target or a challenge/opportunity.

Ideas along the Fields of Action from Concept Study The study on "Conceptualising Urban Development Actions Towards an Assessment of (Potential) Impacts, Trade-offs and Global Agenda Targets" has been conducted by Prof. Dr. Philipp Misselwitz and Christoph Walther on behalf of Deutsche Gesellschaft fu r Internationale Zusammenarbeit (GIZ) GmbH. In the study, 45 urban development actions were selected and analysed with regard to their potential impact and contribution to implement global agenda targets. The identified interlinkages have been described in the form of an IMPACT MATRIX, the main outcome of the study Link to publication:
Ideas along the Fields of Action from Concept Study Last but not least, a quite direct entry point to brainstorm ideas is along the general fields of action as listed from the concept study. This can be done in a very creative and out- of-the-box thinking format, even if there is a screening of current plans/policies or analysis of the critical SDGs has not happened before. The linking to the Agenda 2030, Climate Paris Agreement or Sendai Framework could/should be done afterwards. The questions to be analysed, along each of the different fields of action is: a) what are urgent and not so urgent action? b) what are short, medium, long-term actions? c) what are hard measures (e.g. infrastructure), what are soft measures (e.g. communication, capacity building)? d) what actions can the city start doing straight away, what actions require greater financial resources? e) what actions require partnerships and national government support?
Ideas along the Fields of Action from Concept Study Another suggestion is also to get inspired by the different urban development actions that are listed along each of the fields of action. They help the ideas to become more specific / concrete.
