TODAYS AGENDA 2020 Resolutions IG-01 Local Option Tax: Tom Dale, Canyon County IG-02 Ballot Recount: Pam Eckhardt, Bingham County IG-03 LID Exemption: Dick Fosbury, Blaine County Commissioners IG-04 Homeowner s Exemption: Rick Visser, Ada County IG-05 Senior Citizen Exemption: Rick Visser, Ada County JPS-01 Pre-Adjudicated Fees for Juveniles: Kendra Kenyon, Ada County

3. RESOLUTIONS

4. IG-01 LOCAL OPTION TAX Proposed Policy: Gives counties authority to implement a local option sales tax. Sponsor: Tom Dale, Canyon County Commissioner Fiscal Impact: Temporary tax increase to counties.

5. IG-02 BALLOT RECOUNT Proposed Policy: Add language to make certain that ballots remain sealed once they have been counted on Election Day until the recount period has passed. Sponsor: Pam Eckhardt, Bingham County Clerk Fiscal Impact:

6. IG-03 LOCAL IMPROVEMENT DISTRICT EXEMPTION Proposed Policy: To clarify that lots or parcels actively devoted to agriculture would be exempt from LIDs. Sponsor: Dick Fosbury, Blaine County Commissioner Fiscal Impact: Revenue would increase as all non-ag parcels would be included in the LID.

7. IG-04 HOMEOWNERS EXEMPTION Proposed Policy: Amend the homeowner s exemption to include the impact of inflation and rising home values. Sponsor: Rick Visser, Ada County Commissioner Fiscal Impact: Tax shift.

8. IG-05 SENIOR CITIZEN PROPERTY TAX EXEMPTION Proposed Policy: Exempt (most) Idaho senior citizen homeowners from property tax add ons, such as bonds and levies. Sponsor: Rick Visser, Ada County Commissioner Fiscal Impact: Tax shift.

9. JPS-01 PRE-ADJUDICATED PROGRAMS AND FEES FOR JUVENILES Proposed Policy: Allow judges to order pre-adjudicated programs and allow the collection of fees through Odyssey. Sponsor: Kendra Kenyon, Ada County Commissioner Fiscal Impact:
