eligibility and not specifically tied to one event.
Things to consider:
-Date of eligibility considers 1) formalized
application, 2) 30% evaluation, and 3) established
relationship.
-We can backdate a dependent if an application is
received within one year of an event
(marriage/birth).
-We can backdate a dependent if a dependency
application is received within one year of a rating
that grants an effective date (this counts for future
rating decisions as well).
