Written Procedures on Allowability For federal grants, Cabrillo is required to have written procedures for determining the allowability of costs prior to claiming grant funds [2 CFR Part 200.302(b)(7)] Grant Program Directors are responsible for vetting all costs for allowability allowed in grant award terms & conditions & according to cost principles of Uniform Guidance Importance of reviewing allowability in terms of: Uniform Guidance & federal regulations of agency (EDGAR) Terms & conditions of federal award State & local regulations District policies Unallowable costs on federal grants are included in procedures Eight factors of Allowability

Factors on Allowability for Grants Necessary (it meets an important program objectives), reasonable (prudent person standard), and allocable (the extent the charges benefit the grant); Comply with the cost principles of Uniform Guidance & the federal award Be consistent with procedures that apply to federal & non-federal activities Be accorded consistent treatment as either direct or indirect costs. Be determined in accordance with GAAP Not be included as a cost or used to meet cost sharing or matching reqs. Be adequately documented Be incurred during approved budget period.
