GATA III The Bureau of Diplomatic Security, Training Directorate, Office of Antiterrorism Assistance (DS/T/ATA or ATA) manages the antiterrorism assistance program and is the premier provider of counterterrorism training and capacity building for the U.S. Department of State. ATA strengthens Partner Nation capabilities to combat terrorism and build upon a trusted network of law enforcement officers while supporting US counterterrorism objectives. The Global Antiterrorism Training Assistance (GATA) III contract(s) are used to implement an advanced and specialized foreign assistance program that provides foreign law enforcement with instructional training. The program s geographic reach is extensive, having trained over 150,000 foreign police and civilian security officials in over 154 countries since inception in 1983. Country assistance plans are implemented through advanced training, technical assistance, and equipment grants. Capacity building projects are tailored to the needs of each Partner Nation. This program includes coordinating, synchronizing, implementing, and expanding training and technical assistance programs; sharing technology with foreign partners; establishing or strengthening alliances and/or agreements, regional partnerships, and security assistance programs; promoting interagency cooperation among foreign government security and law enforcement forces; and supporting exchange programs. Contractors will provide instructor-led training; specialized and advanced technical assistance; training-related support services and all logistical support for delivery of the training To perform successfully the contractor must possess the depth and breadth of resources to provide numerous overseas training courses, delivery support services, logistics and facilities (to include training facilities, ranges or other venues), catering, interpreters, instructor transportation, participant transportation, instructor lodging, and participant lodging.   9. DS Vetting and Linguistic Bureau of Diplomatic Security, Domestic Directorate, Counterintelligence and Counterterrorism Vetting Division (CCV) has a requirement for third-party contractors. CCV is responsible for the DS s polygraph and biometrics programs and their use to positively identify and vet Locally Employed (LE) Staff and contractors at overseas missions. This contract would support Embassy Baghdad and Consulate Erbil in Iraq along with having support staff at the CCV offices in Rosslyn, VA . In addition in the new contract, there is a potential need to vet the staff that oversee the refugee camps in Doha. Current contract is an IDIQ with multiple task orders and awarded to an 8a prime. Estimated Requirement Value: $100M NAICS Code: 561611 Investigation Services Facility Clearance must be TS/SCI and must be held at time of award. Subcontractors are allowed.   10. DS Vetting and Linguistic Licenses to work in Iraq, specifically in Baghdad and Erbil regions Knowledge of local labor laws in Iraq Biometric Analysts from the junior to senior levels. Provide linguist fluent in the written and spoken languages in work region including English, Arabic, Farsi and Kurdish. Provide all types of insurance coverage in performance of services, such as automobile liability, comprehensive general liability, worker s compensation, employer s liability, DBA etc. Maintain a vetting support and linguists with the ability to immediately backfill vacant positions due to resignations, rotations, and illnesses due to a variety of reasons. Managing smooth contract transition efforts in 90 days. Perform in a fluid environment where govt needs change with little advance notice Recruit, vet, train and clear personnel and ensure suitability requirements for a labor force that requires positions with varying clearance levels and specialized labor categories such as Vetting Technical Specialist, Identity Intelligence Analyst, Biometric Trainer, Database Manager, Linguists, Security Liaison/Cultural Advisor, Vetting Administrative Assistant, and Identity Vetting Specialist among others. Provide proven program and deputy program managers that possess strong skills in situational decision-making and work with all levels of personnel.   20. Bangui New Embassy Compound Project Scope: Project development design and construction execution services for a New Embassy Compound (NEC) in Bangui, Central African Republic. Property Site: The NEC site includes 14-acre parcel known as the Independence Property. The Independence parcel is a rectangular shaped semi-developed, with various structures and utilities that need to be demolished and/or relocated to accommodate new development. The site fronts a major north-south thoroughfare along one of only three existing paved roads in Bangui and on the most prominent commercial corridor in the city.
