Water governance and conflicts are pressing issues exacerbated by climate change and human behavior. This paper aims to explore the potential impact of serious games in addressing wicked problems related to water governance. The study includes a literature review focusing on the use of serious games in decision-making processes and their ability to handle complexity, uncertainty, and conflicts in water governance scenarios.

  3. Idea for the paper Water governance and conflicts are growing issues Increasing problems due to climate change and human behaviour Media coverage has grown in recent years (e.g. Germany) Problems for decision and policy making Water systems are highly interconnected Uncertainty about the future developments How to address this problem? Employ research methods such as serious games to involve stakeholders ICPP6 TORONTO 2023 June 27 to 29, 2023 T07P04 Participatory Research and Policy Design in Wicked Problem Settings

  4. Aim of the paper Exploration of serious games and their potential impact Focus on water governance related serious games Reviewing their potential impacts on decision making How do serious games deal with wicked problems of water governance? How are complexity, uncertainty or conflicts embedded? What is already known and what is open to further research? Chosen approach: Literature Review ICPP6 TORONTO 2023 June 27 to 29, 2023 T07P04 Participatory Research and Policy Design in Wicked Problem Settings

  5. Methodology Qualitative & Systematic Literature Review Addressing the aforementioned questions Greater emphasis on the examples Literature Research Computer-assisted keyword research on Web of Science and Scopus Additional broad search of the authors Literature Selection 2-stage selection process after removing all duplicates Every paper was reviewed by at least 2 of the 4 authors ICPP6 TORONTO 2023 June 27 to 29, 2023 T07P04 Participatory Research and Policy Design in Wicked Problem Settings

  7. Findings Serious Games in relation to learning processes Opportunity of single or multiplayer games for experiencing complexity Reflection phases in the game can improve learning (Pod bradsk et al., 2020) in relation to [transboundary] collaboration In all the examples, there was always some form of cooperation [emerging] Foster exchange between actors from different countries (Mayer et al., 2021) in relation to policy design Only some have been developed specifically for policy makers (Onencan et al. 2018) Lack of insight into co-design or even possible influences on policy design ICPP6 TORONTO 2023 June 27 to 29, 2023 T07P04 Participatory Research and Policy Design in Wicked Problem Settings

  8. Findings Types of Influences Measured Effects Postulated/Open Effects Learning improvements [social & academic] Increase of interactions [during the game] Validity for a wide range of actors Complexity perception Creation of urgency awareness Transferability / Adaption to other cases Improvement of decision-making Decisions more prepared (strategic foresight) Impacts on future decisions Enhancement of relationships Potential strengthening of relationships Long-term effects on relationships ICPP6 TORONTO 2023 June 27 to 29, 2023 T07P04 Participatory Research and Policy Design in Wicked Problem Settings

  9. Conclusion Further water governance serious games discoveries Most papers focus on the games itself not on the results (esp. long-term) Very few connections to policy effects (more on general effects) SGs are good for playing out conflict ( the game is not the reality ) Current gaps Mostly played with students than with stakeholders (no applicable results) Better assessment of complexity (missing co-design with relevant actors) The problem of uncertainty could be partially alleviated by addressing these two gaps Suggestions The [future] use [cases] of the SGs should be more considered Include or at least consider stakeholder insights ICPP6 TORONTO 2023 June 27 to 29, 2023 T07P04 Participatory Research and Policy Design in Wicked Problem Settings
