AMICI: the implementation phase and the medium term objectives Sylvie Leray (CEA/Irfu)
Outline Outcome of AMICI: the collaboration scheme The AMICI collaboration in practice Proposed actions The ETIAM proposal in the Accelerator Innovation Pilot Expected impact 18/09/2019 AMICI Second Industry Forum 2
From cooperation to collaboration One of the main goals of AMICI was to define the conditions of the coordination of the European Technological Facilities (TFs) in the area of accelerators and superconducting magnets in order to harmonize their operation and increase their efficiency, adapt to the development of present and future European RIs, open them more to the industry, establishing a co-innovation ecosystem, and in view of establishing the European Technology Infrastructure (TI) on Accelerators and Magnets for the benefit of RIs and science industry. A collaboration model has been defined based on a Core Group, with flexible links to smaller TFs as being an essential mechanism for improving innovation and support to smaller research centers and universities. The eligibility criteria to be part of the Core Group have been defined A Collaboration Agreement defining the legal, financial and organizational framework among the Core Group members has been prepared and presented to the Directors of the Laboratory involved in AMICI. 18/09/2019 AMICI Second Industry Forum 3
The collaboration model AMICI Core Group members define the actions of the Collaboration, contribute to its financing and provide human resources dedicated to tasks of general interest. Associated Partners (smaller TFs and Universities) are associated to some of the actions, have access to information and communication. Relations with Industry handled by the Industry Liaison Group inside the Coordination Team Industry not prone to be an actual member of the AMICI Collaboration but ready to act as an advisory body. 18/09/2019 AMICI Second Industry Forum 4
Eligibility to the Core Group The Core Group of the Collaboration is composed of the partners of AMICI any institution fulfilling eligibility criteria reflecting the capacity and the willingness of the new Member to integrate itself in the TI, to provide access to their TPs to other partners and to industries, taking into account the capability of the new Member to reinforce the technical spread and the expertise of the existing TI and hence contribute to more efficient sharing of efforts at the European level. 18/09/2019 AMICI Second Industry Forum 5
Eligibility criteria the TF record and future plans of contributions to the construction of RIs, in collaboration with the existing TI, the TF record and future plans of collaboration with industry, the accessibility of the Technological Facility to partner and industry collaborators, the operability of the platforms in terms of financial and human resources, the adaptability and versatility of the Technological Facility to evolving technical needs. the complementarity of the Technological Facility within the TI the strength of personnel and technical platforms in some critical areas 18/09/2019 AMICI Second Industry Forum 6
The Collaboration Agreement The Collaboration Agreement defines conditions under which the Core Group members agree to I. Offer access to existing Infrastructure to the benefit of AMICI members and associated partners, II. Offer access to existing Infrastructure to the benefit of external users in particular users from RIs and industry, III. Harmonize access rules and procedures for external users in particular users from industry, IV. Provide trained personnel to operate and further develop such infrastructure, V. Provide training courses to the personnel from industry, VI. Exchange personnel for knowledge transfer between members, VII. Develop a common plan or strategy to provide better service to future national and international projects, e.g. also by harmonizing the available Infrastructure across different Core Group members, VIII. Create, maintain and provide access to a database of material properties and components specifications relevant for the production of accelerators and SC magnets. 18/09/2019 AMICI Second Industry Forum 7
The Collaboration Agreement Agenda: First draft sent to Directors of Laboratories participating in AMICI in August Contact with possible additional partners Signature of an Expression of Intent to continue to be part of the AMICI collaboration at the end of the Final Meeting on 9 October 2019 Agreement between the Parties on the resources allocated to the Collaboration Draft reviewed by legal offices: end of 2019 Signature by the AMICI partners and additional ones beginning 2020 18/09/2019 AMICI Second Industry Forum 8
The AMICI Collaboration in practice 18/09/2019 AMICI Steering Committee 9
Activities of the AMICI Collaboration Some of the activities initiated under the current AMICI project should be continued and, if necessary, strengthened/adapted taking into account the feedback from the partners and from industry: Continuous updating of the global landscape of accelerators and SC magnet based RIs and installations for societal applications (e.g. medical applications) Continuous updating of the needed developments in the Key Technology Areas and the possible impact on the use of the TPs maintaining an up-to-date list of the TPs open to external partners with their characteristics and functionalities Pursuing the work on harmonization of standards specific to the domain Setting up the database for materials and components following the definition of its possible structure and content done in AMICI Setting up common training programs and promoting funding for student internships. 18/09/2019 AMICI Second Industry Forum 10
Activities of the AMICI Collaboration Develop and optimize the capabilities of the TFs to support the construction of future accelerator-based RIs and ensure their sustainability: define the roadmap for the strategic evolution of the AMICI TFs, in view of the possible opportunities of engagement in new projects, in Europe, and outside Europe, with the goal of maximizing and optimizing (through possible sharing) the involvement of the TFs and their industrial partners, provide services to TFs for evaluating, during the preliminary design steps, to what extent and under which conditions new or upgraded TPs can be exploited also by Industry, Identify adaptations needed to satisfy the requests from Industry (based on the surveys conducted in AMICI to identify potential markets) Explore the different possibilities for financing the necessary developments and upgrades of the TPs, promote the possibilities that resources from the EC are earmarked at regional level to support the development of TPs, that may be targeted to satisfy both internal and industrial needs (cf. the LATINO project) 18/09/2019 AMICI Second Industry Forum 11
Activities of the AMICI Collaboration Services to industry: central information and contact point for industry and other external partners to access TPs with the aim to ensure the dissemination of information, analysis of requests and contacts to the appropriate TP promote the use of TPs by organizing regular dissemination initiatives simplify the use of the TPs by industry with the adoption of well defined procedures, regulations, IP management schemes, cost evaluation schemes, quality standards, etc. based as much as possible on common models adopted by the TI develop models for engaging industry in the low TRL phases of development still preserving the ownership by the TFs of the developed technologies provide services to investigate if industrial partners may be willing to take some responsibility in the design and/or implementation and/or operational phases of new TPs establish permanent relationships with Association of companies that are active in the Big Science field to implement some of the above actions 18/09/2019 AMICI Second Industry Forum 12
Activities of the AMICI Collaboration The activities of the Collaboration will depend on the available resources. Therefore the preceding list can be considered as the target to be achieved gradually as resources become available. The minimum requirement to start is the creation of a central point of information and contact with specialized staff, located in the coordinating institution, with the help of correspondents in each of the member institutions. Contributions from the institutions which will sign the Collaboration Agreement Proposal for a Strategy Action in the project to be submitted in response to the call INFRAINNOV-04-2020 for Innovation Pilot projects complemented by specific actions on training and relations with industry in other WPs 18/09/2019 AMICI Second Industry Forum 13
The ETIAM Strategy action proposal ETIAM (European Technology Infrastructure for Accelerators and Magnets) Overall goal: to support the establishment of an AMICI Collaboration and the start-up of the main activities to be carried out over a first period of two years. Participants: Most of the AMICI partners + CIEMAT Coordination: CEA, which is ready to also coordinate the Collaboration and assign dedicated staff 18/09/2019 AMICI Second Industry Forum 14
The ETIAM Strategy action proposal Strategy for the development of the AMICI TI: Identification of the necessary future developments/upgrades crucial in TPs either for the building of future RIs or for industrial needs in view of societal applications, and therefore maintaining European leadership in science and technology. Organization and operation of a central information and contact point for industry and other external partners to access TPs with aim to ensure the dissemination of information, analysis of requests and contacts to the appropriate TP. Setting up common practices and rules for access to the AMICI TPs: Analysis of the different procedures in different TFs corresponding to different cases and proposition of a set of standardized rules making the access simpler and faster for external partners, which could be adopted by the different TFs. Promotion of the TPs: Continuously updated website with clear information on TPs and the conditions of access, participating to relevant conferences, workshops and industry forums. 18/09/2019 AMICI Second Industry Forum 15
Expected impact In the short term, allow the TI to establish itself in Europe and worldwide as a visible, privileged and effective channel of interaction with the TFs to benefit of their services, and consequently contribute to their sustainability by: making RIs in Europe and in the world more aware of the role the AMICI collaboration in organizing the engagement of the TFs in new projects making companies that are possible users of the TFs aware of the expertise and technical capabilities of the TFs and the services they can provide stimulating the active participation of industrial partners in the definition of the technology development roadmap and in planning new or upgrading TPs that may be targeted to satisfy both internal and industrial needs enhancing the share of services to industry in TPs and consequently resources for TFs. 18/09/2019 AMICI Second Industry Forum 16
Expected impact In the longer term, avoid unnecessary duplication through optimal management of resources, lead to the further development of the AMICI TI, together with the industrial ecosystem around it, contribute to maintain Europe at the forefront of RI construction, which is currently developing faster in other parts of the world, reinforce European industry at the forefront of innovation for societal applications. 18/09/2019 AMICI Second Industry Forum 17
