TAC Emergency Conditions Item No. 51/86 o Review constraint management process during EEA3: How much generation was curtailed for congestion including GTCs during EEA3? o The remaining item to be discussed is how to clarify ERCOT s procedures on the process: oReducing from double circuit to single circuit oUse of a 15-minute emergency rating
OBDRR 026, Change Shadow Price Caps to Curves and Remove Shift Factor Threshold o This item will be taken up in September o ERCOT provided a presentation on the August CMWG meeting page
Improving Efficient Control of GTCs o ERCOT introduced the Not-to-Exceed (NTE) method o Under this concept, Intermittent Renewable Resources (IRRs) behind a binding GTC with a considerable impact should not exceed their SCED basepoint when the NTE is activated o Some of the benefits ERCOT stated include: oERCOT should be able to bind at a higher limit, resulting in more MW production from IRRs behind IROL when binding oKeeps ERCOT from exceeding SOLs and IROLs oMore efficient way of meeting reliability requirements o Next month we will review draft protocol and SCR language
Congestion at the Cap o During the February event, there were units that offered at the cap that were not able to be dispatched due to congestion. o ERCOT conducted an analysis and scenario to see how SCED would react. o The result summary showed that: oSCED will solve under the scenario oTransmission Constraint violations would be reduced oMost Resources would have lower Base Points o As a follow-up, ERCOT will come back with a scenario of the distribution of shift factors associated with the 7000 MW not dispatched as well as the impact of a higher Power Balance Penalty Curve (PBPC).
