The chain of evidence is crucial in cargo sampling to establish a direct link between declared cargo, samples taken, and analyst's findings. This involves physical measures like identification of goods and representative samples, as well as documentary measures such as examination accounts and laboratory records. Maintaining security and accuracy in handling samples is key in ensuring evidence integrity.

  1. Samancta Chain of Evidence

  2. The Chain of Evidence The Chain of Evidence for samples The chain of evidence is the physical and documentary measures that provide a proven direct link between the declared cargo, the sample taken and the evidence given by the analyst regarding the classification of the cargo.

  3. Physical Measures The Chain of Evidence Physical measures Identification of the declared means of transport or location of the goods Identification of the goods Representative Samples Security of Samples

  4. Physical Measures The Chain of Evidence Identification of the declared means of transport or location of the goods Vehicle / Rail wagon Container Ship / vessel - holds Warehouse or silo

  5. Physical Measures The Chain of Evidence Identification of the goods Check marks & numbers Check any seals Confirm the description against the documents Measure or count the goods to confirm the quantity Exclude other similar goods that may be co- located with the goods to be sampled

  6. Physical Measures The Chain of Evidence Representative samples Samples drawn from different packages Samples drawn from different parts of the load Duplicate samples (And traders sample if requested) (Signed agreement of the trader)

  7. Physical Measures The Chain of Evidence Security of Samples Samples must be: Labelled and sealed Stored securely (and appropriately) Transported securely (and appropriately) Arrive with seals intact at the analyst See Samancta/General Principles/Handling of Samples

  8. The Chain of Evidence Documentary Measures Documentary measures Examination account Analysis request Office records Laboratory record See Samancta/General-Principles/Sampling Form

  9. The Chain of Evidence Documentary Measures Examination account Must include: Details of the declaration Date and time of the examination Who was present All the details used to identify the goods How the sample was taken How it was representative How it was sealed and stored Any other information available It is a witness statement!

  10. The Chain of Evidence Documentary Measures Analysis request Must show details of: The declared goods The sampled packages The quantity of the samples The seals put on the samples The purpose of the sampling (or the analysis required)

  11. The Chain of Evidence Documentary Measures Office Records Records of examinations Records of samples Records of storage Records of dispatch to analyst

  12. The Chain of Evidence Documentary Measures Laboratory record Must include: The receipt of the sample The seals found on the samples Sample registration number When the seals were broken/when analysis was carried out What analysis was carried out The results of the analysis

  13. The Chain of Evidence Chain of Evidence One weak link will break the chain!
