Empowering Employment: Challenges and Opportunities for Persons with Disabilities
Statistical data reveals the disparities faced by persons with disabilities in accessing equal employment opportunities. The interconnection between work, education, and social protection is crucial. The COVID-19 pandemic highlighted deficiencies in existing employment policies. Key issues under discussion include inclusive labor markets, protection against discrimination, effective reasonable accommodations, gender equality, and social dialogue. Addressing these challenges involves designing supportive social protection benefits, promoting decent work in the private sector and SMEs, enhancing employment in the public sector, and fostering disability inclusion in social dialogue processes.

Employment of persons with disabilities: challenges and opportunities Belgrade, October 2021
Some initial reflections - Statistical information shows that persons with disabilities, and women with disabilities in particular, are not enjoying their right to work and employment on an equal basis with others - Work and employment are strongly inter-related and dependent on access to other rights like education, accessibility, legal capacity, awareness raising - The relationship with social protection is particularly relevant - The covid-19 pandemic has reminded us about many of the shortcomings also in our employment policies and structures - The socio-economic response to the pandemic has not been sufficiently disability-inclusive
Some of the key issues that are being discussed in the context of General Comment on article 27 of the CRPD I - Inclusive labour market and decent work - Protection from discrimination on the ground of disability - Reasonable accommodation in the workplace: how to make it effective - Affirmative action, including quotas and public procurement - Combining targeted interventions versus disability inclusion in mainstream labour market interventions (youth employment, rural employment) - How to ensure gender equality and intersectionality - The need for disability disaggregared labour force statistics
Some of the key issues that are being discussed in the context of General Comment on article 27 of the CRPD II - How to design social protection benefits that promote employment - How to promote decent work and employment of persons with disabilities in the private sector, especially also among SMEs - Particular attention needs to be given to the employment in the public sector - The role of the social and solidarity economy - Sheltered/segregated employment: a diverse reality - What can States do to promote more attention to the employment of persons with disabilities in social dialogue processes
Private sector employment of persons with Disabilities: the example of the ILO Global Business and Disability Network - Increased level of interest in the private sector - Narrative based on the benefits of diversity, talent acquisition - Moving from why to how - Digital accessibility, reasonable accommodation policies, neurodiversity, employee resource groups - Disability inclusion as part of sustainability reporting/Business and human Rights - Reaffirmed commitment to disability inclusion during the pandemic
