Efficient Petition Management System in the Chief Minister's Special Cell, Tamil Nadu
The Chief Minister's Special Cell in Tamil Nadu, established in 1974, efficiently manages public petitions through various modes including in-person, post, email, and online submissions. Petitions are coded, categorized, and assigned to relevant departments for action. Nodal officers ensure timely responses and proper disposal of petitions. The system, implemented since 1993, uses advanced software for tracking and monitoring petitions to ensure effective governance.

Receipt of petitions through various modes In Person Through Post By email (cmcell@tn.gov.in) Online (www.cmcell.tn.gov.in) CM Cell Petitions includes petitions received by Hon ble Chief Minister At Camp Office While on Tour At Chief Minister s Office.
Once the Petitions are received in Offline, they are numbered and Scanned. Then coded and categorized based on the grievance. For each grievance and category Sub categories have been created. The petitions are then segregated and assigned to Department/District wise. As Scanned copy of the petitions are sent, the officers concerned immediately get to know the details of the petitions assigned to them. The Officers have to post the gist of action taken on the request of the petitioner online.

Replies are carefully scrutinized and closed as Accepted Or Rejected based on the disposal of petitions. Interim replies and incomplete replies furnished by the departments are kept pending . To monitor and expedite disposal of petitions Nodal officers have been appointed in all the Districts/Departments.

Online submission of Petitions was inaugurated on 12.08.2012 (www.cmell.tn.gov.in) Petitioner s can lodge their grievances through online 24x7 by registering their credentials Tracking of grievance by the petitioner is also facilitated.
Online submission enables the petitioners to lodge their grievances by choosing grievance categories through drop down list box.

Monitoring Centrally Monitored. Weekly Status Report. Average disposal Time 20 25 Days Monthly Review Meeting/through Video Conferencing with the Nodal Officers concerned to monitor and expedite disposal of Petitions. Importance given to Health/Education/Children/women/Police related issues. Instructions are being given to the Depts/Districts to dispose of the petitions with in a months time.
Periodical Briefing of Status Reports Weekly Status reports of is briefed to the Prinicipal Secretary to the Hon ble Chief Minister On every Monday District wise status reports are being communicated to the District Collectors, SPs ,COPs.
Monitoring in Districts During the Grievance Redressal Day observed on every Monday, the District Collectors review the Chief Minister s Special Cell petitions with District Subordinate Officers.
Monitoring of Chief Minister Special Grievance Redressal Scheme A Special Grievance Redressal Scheme was conducted in all the villages/wards of Districts during August & September 2019 Total No of Petitions received - 10 Lakhs Monitoring & Review of petitions is being done by Chief Minister s Special Cell
