Currently, there are two all EV cars on contract:  Nissan Leaf , Contract #08915, Ford Focus,
Contract #03513, and  multiple Heavy Duty Transit Buses , Contract #09214.
 
 
WEST COAST ELECTRIC HIGHWAY
 
The “West Coast Electric Highway” is an
extensive network of electric vehicle (EV)
DC fast charging stations located every 25 to
50 miles along Interstate 5 and other major
roadways in the Pacific Northwest.
 
The Washington State Department of
Transportation leads the charge on the
Washington segment, the Oregon
Department of Transportation heads up the
Oregon segment, and the California
segment is coordinated by a Governor’s
Office interagency group.
 
The west coast has a robust EV charging
network with thousands of Level 2 charging
pedestals and dozens of DC fast chargers.

Getting on The Vendor Pre-Qualified List
 
1.
Register your business in WEBS (Washington Electronic Business
Solution) at
http://des.wa.gov/services/ContractingPurchasing/Business/Pages
/default.aspx
2.
Download and complete the 
Janitorial Services Tier 1-Vendor
Enrollment Form
3.
Provide the requested data and agree to all certifications and
assurances as required elements of this document.
4.
Pre-Qualified vendors do not become universally "preferred" by
the state of Washington in any way.
5.
Send completed form to 
DESfacilitiGroundRec@des.wa.gov
.
6.
DES will notify you within thirty (30) days of acceptance or
rejection onto the prequalified list of vendors. Acceptance into the
program and addition onto the WEBS Notification Lists can be
confirmed by checking the portal page for 
Janitorial Services
Master Contract #00508
.
 
Now What?
 
Master Contract #00508 allows for two options to procure services:
 
Small Project Exemption
If the customer believes the cost for the specific work is $10,000 or less annually, the
customer may select directly from the pre-qualified contractor pool established in the first tier
and directly negotiate a contract. In addition, agencies are authorized to procure services up
to a cost of $13,000 (excluding sales tax) directly from a vendor and without competition if
the purchase is being made from a veteran owned, minority owned or women owned,
microbusiness, minibusiness, or small business as those terms are defined by RCW 39.26.010
(17), (18) and (21).
 
Second Tier Competitive Process
 
Customers download and complete the 
Work Request Form
DES converts Work Request Form to RFQQ and posts the request to
the list of pre-qualified janitorial vendors using Washington's Electronic
Bid System (WEBS)
Site Visit Conducted
As a bidding requirement, vendors must attend the site visit
Bring the RFQQ to the jobsite
Follow the 
Site Visit Instructions
Complete the 
site visit registration form
Vendors will submit bids by 2 p.m. on date of bid closure to
DESfacilitiGroundRec@des.wa.gov
.
Evaluation and Award
Bids are evaluated with a formula of pricing, references and
common questions and answers
Convert RFQQ to contract and award to Apparent Successful Bidder
All Bidders are notified of contract award via WEBS notification
