Large energy consumers, selection to sample 100%: Enterprise/Establishment Belongs to the emissions trading sector (external source) Is obliged to have an environmental permit (external source) Belongs to the main grid industry (external source) Employs at least 1,000 persons Uses an unusual fuel Operates in an unusual industry (always at least 15 observations per stratum) 2. Medium size energy consumers Sample raising of data (Method: Horwitz-Thompson) 3. Small energy consumers (micro enterprises/establishments) Small-scale sample raising of data (Method: Horwitz- Thompson) As a quality assurance measure, data is also collected from external sources with own, direct data collection.
