  1. COVID-19 COMMUNITY STRATEGIC REENTRY PLAN SAINT PAUL ISLAND, ALASKA The following plan is based on a three-phased approach with guidance from federal and state health and other experts. This plan and the phases will provide guidance to the Saint Paul Island Unified Command Team when lifting State or local government issued mandates and restrictions that were implemented to protect the health of the community so that Saint Paul Island residents can begin to get back to normal daily living all while continuing to protect our community members. 1 May 15, 2020 Saint Paul Island Unified Command

LEVELS OF RISK We are seeing no cases or downward trends in cases and all is going well, we will methodically move to lift protective LOW GO measures and restrictions MEDIUM PROCEED WITH CAUTION If the situation is stable or we are seeing our first case or slow increase in cases, we will implement protective measures and restrictions We are seeing a consistent or rapid increase in cases or if we think we are running out of capacity to care for people with COVID-19 (regardless of the trend in cases), we will need to reimplement protective measures HIGH STOP! and restrictions RED = Ground Zero YELLOW = Phases 1 and 2 GREEN = Phase 3 5 May 15, 2020 Saint Paul Island Unified Command

CRITERIA FOR MOVING TO NEXT PHASES 1) Continued trends of zero cases 2) A confidence that incidence of infection is genuinely low 3) Downward trajectory of documented cases within a 14-day period 4) Downward trend of COVID like symptoms reported within a 14-day period 5) Downward trend for positive tests within a 14-day period 6) Treating any patients without crisis care 7) Robust testing surveillance system that is well functioning and capable of promptly detecting any increase in incidence 8) SPHC is reacting robustly to all cases of COVID-19 and has surge capacity to react to an increase in incidence 9) SPHC has the capacity in all respects, including beds, staffing, and other services, to handle all cases and that can rapidly scale up to deal with a surge in cases, including readily available medivac flights for serious cases 6 May 15, 2020 Saint Paul Island Unified Command

CRITERIA FOR MOVING BACK PHASES OR TO GROUND ZERO 1) Regular passenger air service and/or regular air charters begin 2) Persons that exhibit symptoms and may be waiting test results are detected 3) A positive case of coronavirus on island is detected A confidence that incidence of infection is genuinely medium or high 4) 5) Upward trajectory of documented cases within a 14-day period 6) Upward trend of COVID like symptoms reported within a 14-day period 7) Upward trend for positive tests within a 14-day period 8) Treating any patients with crisis care 9) Lack of testing surveillance system that is not functioning well and not capable of promptly detecting any increase in incidence 10) SPHC is over capacity in all respects, including beds, staffing, and other services, to handle all cases and that can rapidly scale up to deal with a surge in cases, including readily available medivac flights for serious cases 7 May 15, 2020 Saint Paul Island Unified Command

GUIDELINES FOR INDIVIDUALS AT ALL PHASES Continue to Practice Good Hygiene Wash your hands with soap and water Avoid touching your face Sneeze or cough into a tissue, or the inside of your elbow Disinfect frequently used items and surfaces as much as possible Wear face coverings while in public Continue to adhere to CDC, State and local guidance, particularly with respect to face coverings People Who Feel Sick Should Stay Home Do not go to work or store Contact and follow advice of medical provider 8 May 15, 2020 Saint Paul Island Unified Command

SOCIAL DISTANCING GUIDELINES Social distancing is a set of actions taken to stop or slow the spread of a highly contagious disease, in this case COVID-19 The goal of social distancing is to limit face-to-face contact to decrease the spread of illness among people in community settings Current recommendation is to keep at least six (6) feet away from other people when going out in public During Phase 1 of of reentry, 20 people are allowed to be in a group as long as they are social distancing During Phase 2 of of reentry, 50 people are allowed to be in a group as long as they are social distancing Some businesses, public and private organizations and government institutions facilities may not allow for the maximum number of people allowed in a space during Phases 1 and 2, therefore they should measure the space and calculate the maximum number for people allowed in the space and post a notice for customers or visiting public 11 May 15, 2020 Saint Paul Island Unified Command
