MPD Target Beneficiaries Students: Full-time undergraduates, post-graduates, students of sub-degree programmes and academic staff in construction-related disciplines of local Hong Kong higher education institutions; Construction Professionals: Holding membership of professional class or above of construction-related professional bodies (e.g.: HKIA, HKIE, HKIS, HKICM or an overseas professional body having reciprocal recognition agreement with an above mentioned local professional body.); Technicians and Site Supervisory Personnel: Practitioners below professional class of the construction-related professional bodies but above workers level in general will fall within the definition of technicians and site supervisory personnel. Registered Skilled Workers: Registered skilled workers holding a valid construction workers registration card issued under the Construction Workers Registration Ordinance (Cap. 583). 9

  10. MPD Key Requirements For MPD Programme to be held outside Hong Kong The participants must be Hong Kong permanent residents. This requirement is not applicable to the MPD programmes to be held in Hong Kong and therefore expatriates may join. ONE Applicant for EACH application: Required to list out in its application for all other parties (if any) that it will collaborate with in carrying out the project and Each party s respective role and contribution. 10

Justifications a) Non-compliance on the CITF Guide to Application (not recommended) For example: a) How to achieve the ILOs? For example: - Pre- / In- / Post-programme events - Complete information < 90 days before the event date - Preparation meetings - Major amendment < 30 days before event date - Discussion sessions - Without proof of compliance with procurement procedures in the Application Framework (e.g.: insufficient numbers of quotations) - Study and discussion on training materials and etc. 11. Quotations (including proof of procurement process) a) Special Conditions For example: - Sole course provider for non-local programme (with detailed and specific merits) Aggregate Value of Procurement or Rental No. of Required Written Quotations Not exceeding HK$50,000 At least 1 quotation - Reasonable meals cost (networking purposes with ILO) and etc. Over HK$50,000 but not exceeding HK$200,000 At least 2 quotations Over HK$200,000 At least 3 quotations 23

  25. MPD Application Application Time Frame New Application: At least 90 calendar days before event date (Urgent applications would be considered on individual merits.) Major Modifications to the Approved Application: Require prior written approval of the CITF Secretariat and Provide the revised applications at least 30 calendar days before event date; Modifications including but not limited to event dates, mode of programmes and target beneficiaries; 25

MPD Application Open Enrollment In general, CITF will NOT support MPD Programme with enrollment exclusively open for Employees, members, fellows or students of the applicants Applicants shall ensure the intended programmes are made well-aware to target beneficiaries via multi-pronged marketing channels. Applicants shall reserve at least 30 days before event date for open enrollment. For Local Collaborative Courses organized by academia: A minimum of 10% of the training quota shall be reserved for practitioner If there served quota is not utilized 14 days ahead of the event, applicants may release the quota for students. For wider attention, the CITF Secretariat may also help to upload the event information on the CITF website. The Successful Applicant shall acknowledge the funding support from the CITF in all of its applicable marketing and publicity activities as well as publications (e.g.: press releases, promotional materials, banners, websites and etc.) 26

  27. MPD Application Open Recruitment Open Recruitment for Additional Manpower (for Local Collaborative Courses and International Conferences) Advertisement of job postings(especially full-time jobs) in well-recognised channels or applicant s own website. Conditions for turning to internal recruitment with a fair and transparent manner: Non-justified merits of open recruitment or No positive responses after a reasonable time of job posting Period of open recruitment shall refer to: Schedule of the intended programmes, Nature of the programmes and Remuneration package. (e.g.: high salary longer period for open recruitment) Obligate to declare conflicts of interests prior to selection process. Personal data collected from candidates shall be handled and disposed pursuant to Cap. 486 Personal Data (Privacy) Ordinance. 27

  28. MPD Application Cost Effectiveness Rental of Software, Hardware and Equipment (for International Conferences and other non-local programmes) Procurement is allowed for organizing Local Collaborative Courses in circumstances that rental is not available, feasible or cost effective. If procurement occupied more than 50% of applied funding, Applicants shall elaborate on how the procured items will be utilised upon completion of the programme. The subsequent use of the items shall serve to enhance knowledge sharing among target beneficiaries of the CITF. Procurement may NOT be subsidised if justification on the cost-effectiveness could not be provided. Applications will be considered favourably if applicants undertake to re-run the course or other programmes using the procured items. 28

MPD Application Cost Effectiveness Expenses for Meal, Accommodation and Transportation Applicants should take into account the practical needs and cost-effectiveness with regard to the: Programme nature, Programme content and Programme format Compliance of Quotation requirement for procurement of: Cross-border transportation tickets, Reservation of accommodation and Arrangement of transport 29

  30. MPD Application Cost Effectiveness Expenses for Meal, Accommodation and Transportation Reimbursable item: Return tickets in economy class between Hong Kong and the destination country/ city. Non-reimbursable: Extra costs arising from upgrading the standard travel ticket entitlement (e.g.: travelling on business class) Expenses for cross-border travel and accommodation (Non-local training / visits): 100% reimbursable for Students 100% reimbursable for support staff as long as the participant to staff ratio is NOT higher than 10:1. 50% reimbursable for Practitioners Participants : Supporting Staff 10 : 1 30

MPD Application Cost Effectiveness Alternative Arrangement for Accommodation for Students (Non-local Enrichment Courses) Saving on provision for other non-local programmes by alternative arrangement for accommodation (e.g.: sharing a twin room with another member of the delegation) Individual ceiling of HK$100,000 for Students Only actual and reimbursable expenses incurred by a student will be deducted from his / her individual ceiling. 31

MPD Application Avoid Double Subsidy Non-eligible for CITF if the participants had or would receive any Government funding / subsidy (Non-local Training / Visits for Practitioners) Applicant is necessary to request the participants to declare in the event enrollment form and report to the CITF Secretariat. Participants who have received or will receive government funding / subsidy will NOT be eligible for the CITF in respect of the same programme. 32
