JASPERS Capacity Building Key elements Project focused: In-depth understanding of MS specific needs (as a result of advisory and review activity in the country) In-depth understanding of EU requirements plus consistency with advice provided Benefit from large EU-level experience (good practices/ lessons learned) Flexibility: JASPERS support is dynamic and adapts to changing/evolving needs. Support to MS for designing own CB actions (including train- the-trainers) Support can be designed to cover the needs of several MSs in one go 5

Train the trainers approach JASPERS NCC is increasing efforts to build the capacity of JASPERS supporting them in implementing their own capacity building programs ToTs are typically partnership with the requesting authority, who take ownership of the exercise and commit to its sustainable implementation This approach allows for maximising value added delivered with available resources while creating the potential for administrative capacity at the local level counterparts developing by and implemented in close lasting increase of NCC remains available to provide ad-hoc advice, perform reviews and updates, but the responsibility for further implementing the capacity building activity is transferred to the counterpart authority. Case Study: Train the Trainers Romania Ministry of Environment, Romania Support provided to: Actions & partners A Training Strategy and a Plan for EIA and SEA was developed with JASPERS support The MoE initiated and implemented a training program for the staff members that act as trainers for authorities involved in EIA/SEA (environmental and other authorities) A working group was set up to define the training topics Training materials, on specific thematic topics, were prepared by JASPERS JASPERS, through three separate assignments, delivered training sessions for the Trainers from the Ministry of Environment, National Protection Agency, Local Agencies and MEF (in 2014, 2015 and 2017) Outputs & results 28 Local Trainings were delivered by the Trained Trainers JASPERS monitored 6 out of the 28 Local trainings The EIA/SEA ex-ante conditionality was fulfilled Approximately 800 experts were trained on general EIA/SEA matters, and specific topics such as addressing cumulative impacts from projects and plans and effective public consultation. 8
