  8. Recommendation 8 The broker must live within a larger enterprise and not stand alone. Government guardianship provides good opportunity to establish strong user community with stable support. Should be supplemented with external support (financial and/or in-kind), potentially through consortium. The mature phase of sustainment for the broker may be provided by a continuation of the Consortium or by offering the broker as Software as a Service.
