  1. ATLAS Safety TC / ADO Meeting 30 November 2020

  2. Agenda This year we decided to present: Projects beyond LS2 Safety management system FIRIA CO2 risk assessment Example of efficient collaboration SR1 ATLAS safety inspection Looking forward with 2021 safety objectives 2

  3. Safety Management System ISO 45001 Occupational health and safety management systems ATLAS safety organization based on it ISO45001 is a safety management standard world wide known Structure safety ensuring that all aspects are taken into consideration Continuous improvement as nothing is never perfect Final purpose: reduce accidents and incidents All our work integrate the model Hazards identification Risk assessment Actions to be implemented Objectives definition Plan Safety system improvement Review objectives Leadership and worker participation Act Do Training and awareness Operational safety management Documentation management Check Evaluation of the efficiency of the safety management (e.g. KPI) Accident, incidents, near misses analysis ...

  4. Safety Management System ISO 45001 Occupational health and safety management systems Lead by Mathilde ATLAS safety management analysis and comparison with requirement of the ISO 45001 Identification of our strength and points of improvement. Examples: Strength: emergency preparedness procedures Improvements: find a way to collect workers feedback Suggestion of a tool to follow up on project and actions on going. ( Trello adopted) Identification of missing procedures and start writing them Definition of objectives in accordance with her observations Hazards Identification Risk assessment FIRIA CO2 risk assessment Actions to be implemented Objectives definition Plan Safety system improvement Review objectives Leadership and worker participation Act Do Training and awareness Operational safety management SR1 report and actions Documentation management Evaluation of the efficiency of the safety management (e.g KPI) Accident, incidents, near misses analysis ... Check

  5. FIRIA project (PLAN) Fire Induced Radiological Integrated Assessment Project launched by HSE Collaboration between HSE-OHS, HSE-RP, HSE-FB, EN/CV Laure as ATLAS rep Purpose: Develop a methodology to assess the radiological risk induced by a fire with regard of life safety, environment protection and property protection (continuity of operations). Scope: USA15 and UX15 Methodology: 1. On site visit to get familiarised with the ATLAS environnement and identify hazards, 2. Selection of representative scenarios 3. Modelling: the fire dispersion, dispersion outdoor, evacuation and fire fighters intervention modelling by means of different tools and software (FDS, GPM, Montecarlo ) 4. Risk estimation with dose assessment 5. Mitigation measures

  6. FIRIA project (PLAN) Fire Induced Radiological Integrated Assessment UX15 (7 scenarios + 1) F1a: Cable fire inside the detector inside the barrel; F1b: Cable fire inside the detector outside the barrel; F2: Cable fire outside the detector; F3: Rack fire (group of electrical cabinets); F4: Palazzani lifting platform; F5: Pump / compressor fire; F6: Transient fire load. Lar release USA15 (2 scenarios) F5: Pump / compressor fire; F6: Transient fire load. Preliminary findings still simulations on going No catastrophic consequences in case of fire Improvements to decrease possible damaged to the facility

  7. CO2 Methodology Tool (PLAN) Excel Tool Lead by Romane (2019), Marie-Sol ne Increase of the use of CO2in the next years (e.g. CO2 detectors cooling for ITk, HGTD, CO2 building) Current CO2 risk assessment at CERN are mostly qualitative Purpose: Create a tool to simulate easily a CO2 leak and facilitate risk assessment Presentation to the HSE expert Make comparison of existing software to do simulations Seems appropriate for gas, but liquid phase must be considered and the formulas adapted Consult Departments and Large Experiments to buy a common licence Look for a First Validation internally (e.g. cooling team?) Second Validation by HSE

  8. SR1 Building (DO) ATLAS safety Inspection Different teams sharing SR1 building. Report that the situation degraded Visit on site: many hazardous situations with an accumulation of high calorific potential and disorder, storage of unused material the situation was documented in report with pictures. Communication to all colleagues of the unacceptable situation and sharing the report. Action needed with a deadline Quick reaction of all teams and situation much improved Excellent reaction of all teams. Very much appreciated. We will also follow more often. Electrical room (CV, Cooling, electrical, workshop, turbine refurbishment, cable team storage) Test beam (ID activities) Laser Room (ATCA Cooling, NSW) Radiation workshop (LAr) Rack room (Pixel, SCT, TRT, evacuation, smoke detection) LAr Lab IT servers Clean room (Tests and future Itk) ID control room

  9. Looking forward (ACT PLAN) Objectives for 2021 (non-exhaustive list) Improve ways to receive feedbacks from colleagues New ATLAS Website with way to provide/receive feedbacks Compliance of chemical product storage and identification and update of ATEX zoning CERES Chemical Register for Environment, Health and safety Upload chemicals used for ATLAS activities ATEX (GSI-C-2) Review and update ATEX safety files (risk assessment, areas identification ) SGX1, B.180 BB5? 80% compliance of SR1 building non- conformities with the latest inspection report Follow up on the situation to insure that the actions done are maintained Create an approach to ensure to be in contact with newcomers Observed for some activities that newcomers are arriving and the safety awareness could be improved. Probably create specific short awareness sessions in collaboration with supervisors. Ensure that 100% of the equipment listed in the maintenance table have been controlled Once a year going through all the list and contact the various responsible of maintenance. Some are obvious (e.g. AUG, Sniffer, ) some need more follow up. Identify the location and responsible of all Arret d Urgenced Equipement in ATLAS P1 buildings Already initiated in USA15 and UX15. To be continued by contacting the TSOs and responsible of equipment.

  10. Safety Team and Support Safety Officers Marie-Sol ne contract end in December TSOs Safety Coordinator Very involved and cooperative Very useful help from Jacques for VIC and follow up on works SSOs TC Technical support ESO: waiting for a new ESO FGSO: Laure will take over DRSO: Laetitia will take over Very available and efficient RPEs SLIMOSes Great support from the SLIMOS/Safety shifter in daily activities and the flexibility for extra time: Saturday morning, evenings and mornings Nice team of 8 colleagues supporting RP

  11. Last word Thank you for your help 11

  12. Thank you for your attention 12

  13. Fire risk IS41 and IS23 safety rules Better compliance with fire safety rules 5 derogation requests waiting for HSE approval over 19 fire projects Applying rules and derogation procedure may be heavy Good collaboration with HSE and valuable insights Response time remains a challenge Improvements expected in 2021 Measure to reduce fire risk: Safety ATLAS change the black rubber on coils with vulcanized EPDM to be compliant with CERN safety rules.

  14. COVID-19 ATLAS Measures Pre-T0 phase - ATLAS activities started before T0 Preparation of ATLAS instruction before CERN rules e.g: lift with 3 persons at the beginning, wear mask at all time underground Organisation to ensure the recovery of activities e.g: find ways for masks provision, disinfectant purchase outside CERN CERN always provide us our PPEs needs Organise and perform disinfection of areas, handles, tools (every 2 hours) and then safety shifter during tours (twice a day) Revision of all risk assessment to include the COVID-19 risk Management in PPEs delivery and creation of a delivery point in ATLAS Weekly orders following needs Preparation of envelops (8 -> 10 masks) in disinfected area following a special protocole 29 000 surgical masks 3 400 FFP2 412 ind. bottles Self service for masks and bottle refill Delivery for NSW activities during safety tours Collaboration with HSE to implement measure for ATLAS Ventilation Vaccination campaign

  15. Training and Sensibilisation Safety Training High participation of ATLAS in Self Rescue Mask Training Rachel : 22 sessions in english (+2 upcoming) Marie-Sol ne: 10 sessions in french Induction Day Session every 4 months in average Safety talk - Laetitia Awareness on safety at CERN and in ATLAS for new comers to get to know each other created link as soon as possible Improvement Create specific induction based on specific risks in buildings (e.g. B.191)
