  6. Purpose of the Board Purpose of the Board To license and regulate assisted living administrators in the state of Alabama. Through this program, the Board examines persons seeking a license to engage in assisted living administration and establishes and enforces standards for the licensing and practicing of assisted living administration

Description of the Board Description of the Board The Board is Charged with: 1.Ensuring all assisted living and specialty care assisted living facilities in the state are administered by a licensed administrator; 2.Establishing and enforcing standards that are pre-requisite to licensure and licensure renewals; 3.Administering appropriate examinations; 4.Issuing licenses license renewals to qualified persons; 5.Investigating and determining appropriate actions with regard to any charge or complaint lodged against a licensed administrator; 6.Conducting a continuing study of assisted living facilities and specialty care assisted living facilities and administrators with a view to the improvement of the standards imposed for the licensing of such administrators; 7.Approving various educational programs for continuing education credits for all assisted living administrators.

  8. Complaints Complaints If a complaint is filed against you, you will receive a written letter from the BOEALA outline the complaint and showing what rules you have possibly violated. (copy attached) It is very important that you respond to the complaint letter AND address each rule that you have possibly violated. If the Board determines that disciplinary action should be taken, it may refuse, suspend, or revoke the applicant s or licensee s license, or reprimand or otherwise discipline the applicant or licensee. Within thirty (30) days, computed as described in Rule No. 135- X-9-.01paragraph (3) of the date of the Board s notice issued pursuant to paragraph (4) hereof, the applicant or licensee receiving such notice may request in writing a hearing or re- hearing before the Board.

  9. BOEALA and ALAA BOEALA and ALAA It is important to understand that these are two SEPARATE entities and function separately from each other. The ALAA is however the Advisory Board for the BOEALA. The BOEALA has their own employee, budget, regulations and statutes.

RENEWALS RENEWALS A Reminder letter is mailed to you the month before you renew. 135-X-7-.01 Failure to secure an annual renewal of a license based on a failure to meet the continuing education requirements shall result in the expiration of the license. An expired license may not be reactivated . All persons holding an expired license shall be required to submit a new application and follow all procedures for licensure of a new applicant. A licensee who complies with the continuing education requirements but does not renew within ninety (90) days following its due date shall be deemed delinquent and may renew within the ninety (90) day period by paying a late renewal fee ($275 plus the renewal fee) established by the Board. A license that is not renewed within the ninety (90) day period shall be deemed expired, and is subject to reapplication as provided in Rule No. 135-X-7- .01, paragraph (6) of these Rules and Regulations.

The BOE has on file that you have obtained a total of 0 equivalent hours of continuing education with 0 hours pertaining to cognitive impairment/dementia care during the previous year. You may view your CEUs online by visiting http://www.boeala.state.al.us under the Licensee tab. Category II administrators are required to annually obtain at least 18 hours of continuing education prior to the expiration date of their current license. At least 6 of these 18 hours are required to be obtained from board approved educational programs pertaining to cognitive impairment and/or dementia care. Category II administrators may only obtain nine (9) hours from online websites such as: www.Care2learn.com, www.nabweb.org or www.easyceu.com per renewal cycle. If this total number of hours does not meet the above total requirement, you must submit evidence of obtaining the board approved hours needed to meet the total requirement prior to the expiration date of your current license. If this total number of hours does not meet the above total requirement, but you have evidence of having already obtained the required total of board approved hours, please submit this evidence along with your renewal application, renewal fee of $150.00. If you wish to obtain dementia credit hours from the approved online websites, it is your responsibility to make sure the course outline specifically mentions dementia and/or Alzheimer s. The course(s) you take from ANY online website including the ones on the BOEALA website, MUST be a NAB Approved course and MUST have the NAB Approval number printed on your certificate. It is your responsibility to make sure the course is NAB Approved. If you are not sure if it is approved, call the company s customer service number before you proceed. Please note that any continuing education hours over the required total number of hours will not carry over to the next renewal period and that the next renewal period does not begin until after your license expiration date. Please note that if any administrator fails to meet the continuing education requirement prior to the expiration date of his/her current license, the license will be deemed expired and cannot be reactivated. Ensure that your renewal information is renewed online at www.boeala.alabama.gov and click on Assisted Living Administrator License Renewal by the expiration date of your license to avoid the late fee of $275.00. The Board of Directors voted in a meeting on May 24, 2018, that ALL payments made to the BOEALA MUST be made online at www.boeala.alabama.gov. (There will be a 3.5% processing fee.) Online payments are effective AUGUST 1, 2018. If you have any questions concerning this renewal process, you may contact me at (334) 271-2418.   16. CEU Approval Guidelines The Program: The subject matter must be relative to the philosophy, management and operations of assisted living and/or specialty care assisted living. The subject matter must help improve the professional competency of the administrator or the quality of the facility. The agenda of the program, the biographical information on each speaker and a course outline or course objectives for each presentation must be submitted to the Board of Examiners at least 30 days prior to the date of the program. The Speaker(s) and Objectives: The speaker(s) must have suitable academic qualifications and experience for the subject being presented. The learning objectives or outline must be reasonable and clearly stated. Contact Hours: Credit for contact hours is based on clock hours (60 minute presentation = 1 contact hour) Actual instruction time is only counted. Breaks, meals, registrations, business meetings, and social activities are not included. Target Group: The program must be open to all assisted living administrators. The program may be open to other professions. NAB Approved Courses are not required to be pre-approved.

  17. CEUs If you attend a CEU seminar, it is YOUR responsibility to sign in on the correct sign in sheet AND to write your license # on the sign in sheet. If you fail to write down your license #, you are NOT guaranteed to receive credit. DO NOT WAIT until the last minute to get your CEUs!!!!!!!!!!!!!!!!!!!!!!! License It is YOUR responsibility to have a copy of your ALA license at your facility. The BOEALA has received numerous phone calls about surveyors being in the facility and the Admin can t find a copy of their license. Make a copy of your license and put one in your employee file, wallet, tape it to the back of your facility license .. You may request a copy to be faxed to you, but it may not be faxed the day you request it.

  18. CEUs CEUs Category I 12 total hours required Category I administrators may obtain a maximum of 6 hours online. Category II 18 total hours with 6 dementia specific Category II administrators may obtain a maximum of 9 hours online. If you are obtaining dementia specific hours online, it is your responsibility to make sure the course outline specifically mentions Alzheimer's and/or Dementia. The course(s) you take from ANY online website including the ones below, MUST be a NAB Approved course and MUST have the NAB Approval number printed on your certificate. It is your responsibility to make sure the course is NAB Approved. If you are not sure if it is approved, call the company s customer service number before you proceed. Changes in Personal Information Changes in Personal Information Form online under Forms & Applications Need to know immediately if you change jobs or if you have an address change Rule 135-X-11-.01 (2) Each assisted living administrator shall keep on file with the Board his or her name, home address, and telephone number and the name, address, and telephone number of any assisted living facility which he or she is administering and, if he or she is administering no assisted living facility, a statement to this effect. (3) Whenever any of the information required by paragraph (2) hereof changes, the assisted living administrator shall immediately notify the Board.
