The training and discussions today may be very sensitive, and videos may cause upset, please remember we are here to help and support NOT point the finger. We must acknowledge that people find it difficult to discuss family/personal issues and anything discussed today should remain confidential and not discussed out of this arena unless reporting or asking for support. Children and young people are NOT to blame If they are victims of Child Exploitation, they have not done anything wrong and should not be punished or blamed. Remember you cannot consent to your own abuse.
Sensitivity: NOT PROTECTIVELY MARKED SOME QUESTIONS TO GET YOU THINKING. When your child is out do you know exactly where they are, what they are doing, what time they will be home and how to contact them? When your child is online do you know what they are doing? When your child is on their phone do you know who they are talking to? How much do you talk to your child about their life and take an active interest? If your child had a girlfriend, boyfriend or formed a new relationship could they openly tell you?
Sensitivity: NOT PROTECTIVELY MARKED WHAT IS EXPLOITATION? Exploitation is where An individual or group coerces, controls, manipulates or deceives a child, young person (under the age of 18) or adult and exploits them: A) Through violence or the threat of violence, and/or B) for the financial or other advantage of the perpetrator and/or C) in exchange for something the victim needs or wants. The victim may have been exploited event if the activity appears consensual. Exploitation does not always involve physical contact, it can also occur through the use of technology.
Sensitivity: NOT PROTECTIVELY MARKED Ways in which a child/young person can be exploited: Criminal Exploitation: Victims are forced or coerced into criminal activities (e.g. shoplifting, transporting or selling drugs) Sexual Exploitation: Victims are forced or coerced into sexual activities, this can also occur online (e.g. forced to perform sexual acts, take/send indecent images) Modern Slavery: Victims are recruited, moved or harboured through the use of force, coercion, abuse of vulnerability, deception or other means for the purpose of exploitation. Holding a person in a position of slavery, servitude forced or compulsory labour or facilitating their travel with the intention of exploiting them soon after is also a crime (e.g. Victims are made to work for free through violence and intimidation, child slavery, trafficking)

Sensitivity: NOT PROTECTIVELY MARKED COUNTY LINES CRIMINAL EXPLOITATION County lines is a term used to describe gangs and organised criminal networks involved in exporting illegal drugs from urban areas to rural areas, using dedicated mobile phones lines - deal line . They exploit children, young people and vulnerable adults to move and store the drugs and money and often use coercion, intimidation, violence (including sexual violence) and weapons.

Sensitivity: NOT PROTECTIVELY MARKED CONSEQUENCES AND REALITIES Exploitation Many young people are groomed and exploited to supply/store drugs as runners and mules. Glamorised and Normalised Not every young person is initially groomed. Some young people are attracted to the idea of County Lines and willingly approach older drug dealers to recruit them. They see the glamour but later realise the realities and consequences: No sleep Poor Living Conditions CSE/Health Risk Trap house, harmful environment, used syringes, excrement and blood, many under 18 s are used for sexual favours to pay off debts. Prison Criminal Record Debt Bondage and Modern Day Slavery Some set up their own runners Rival Gangs/Drug Dealers Family Targeted / Serious Injury
Sensitivity: NOT PROTECTIVELY MARKED TERMS USED: Going Country, Out of Town, OT, Out There, Crunch, Upsuh and various others which mean travelling to another town to deliver drugs or money Burner, blowa, tech, tizzy, mash, brick, encro - cheap disposable phone Trapline - phone used for purpose of selling drugs Cuckooing A crime where a drug dealer takes over a vulnerable person s home to use it as a crack house to sell drugs. Trap house - building used as a base from where drugs are sold and stored or sometimes manufactured Plugging - hiding drugs in body cavities
Sensitivity: NOT PROTECTIVELY MARKED MODERN DAY SLAVERY - Victims are recruited, moved or harboured through the use of force, coercion, abuse of vulnerability, deception or other means for the purpose of exploitation. Holding a person in a position of slavery, servitude forced or compulsory labour or facilitating their travel with the intention of exploiting them soon after is also a crime (e.g. Victims are made to work for free through violence and intimidation, child slavery, trafficking) Domestic Servitude Employees working in private homes are forced or coerced into serving and/or fraudulently convinced that they have no option to leave. Sex Trafficking Women, men or children that are forced into the commercial sex industry and held against their will by force, fraud or coercion. Crime Victims are forced or coerced into criminal activities (begging, county lines, forced marriage) Forced Labour Victims are forced to work under the threat of violence and for no pay. These victims are treated as property and exploited to create a product for commercial sale. (some do not realise they are victims as they are forced to work and have their wages taxed for living expenses). Organ Harvesting Victims organs, blood or eggs may be taken to be sold. (No identified cases in the UK)

Sensitivity: NOT PROTECTIVELY MARKED TRAFFICKING: SEXUAL AND CRIMINAL EXPLOITATION If a young person is moved/transported to be sexually or criminally exploited this would be considered trafficking. In Wolverhampton we have a National Referral Mechanism which aims to protect young people at risk of trafficking: Example: CSE taken to a flat to perform sexual acts. CCE Video moved in the boot to another location.
Sensitivity: NOT PROTECTIVELY MARKED VULNERABILITY FACTORS: Living in a chaotic household where relationships are/have broken down History of abuse Living in residential care, hostel, B&B or being homeless Gang association either through relatives, peers, intimate relationships or neighbourhood Lacking friends from the same age group Attending school or are friends with young people who are exploited Not engaging in education/training or employment Unsure about their sexual orientation or unable to disclose sexual orientation to their families Learning disabilities Young carer Recent bereavement or loss Low self-esteem or self-confidence Bullying
Sensitivity: NOT PROTECTIVELY MARKED BEHAVIOUR RISK INDICATORS: - Missing episodes and/or found out of area - Additional money, clothes, accessories they are unable to account for - Withdrawn and refusal to discuss or share information - Unexplained Injuries - Travelling (alone) to seaside or market towns - Excessive amount of calls text and phone calls - Repeat STI s/pregnancy scares - Mental health - Significant change in behaviour or emotional wellbeing - Self harming - Carrying weapons - Relationships with controlling/older people individuals or groups - Scared/Secretive - Parental concerns - not reporting as missing - Unable to give details of where they have been - Drug/alcohol misuse - Not attending school - Disclosures made and then withdrawn
Sensitivity: NOT PROTECTIVELY MARKED WHAT CAN WE DO TO PREVENT CE? Take an active interest in both your child's online and offline life. Ask questions, be curious, monitor the amount of time, if the child's behaviour changes be vigilant. Online games/ps4/xbox are all dangerous. Don t put behaviour changes down to normal teenage behaviour. Know the age restrictions for social media, app s , games and movies E.G. Facebook is 13 years old. Be aware of peer pressure s. Be open and honest with your child to encourage the same from him/her. Don t assume because your child is a male or is not LGBT they will not be sexually exploited. Believe them, not being believed by people who are supposed to protect you can cause just as much harm. Of course you don t want it to be real but don t let this make you wilfully deaf to what they are saying. It is very easy to say my child is responsible and wouldn t be stupid enough to meet someone online however no meeting needs to take place for a child to be groomed and manipulated into other acts.
Sensitivity: NOT PROTECTIVELY MARKED WHAT TO DO IF YOU ARE CONCERNED YOUR CHILD IS AT RISK OR IS BEING EXPLOITED: Contact the Multi-agency Safeguarding Hub (MASH) on 01902 555392. Police on 101 or in emergency dial 999. If you have concerns regarding suspected criminal activity not relating to your child you can also complete a Partnership Information Report/FIB online. Wolverhampton Safeguarding Website. Self referrals into other services such as Base 25, Catch 22, Wolverhampton 360 etc Don t be afraid to ask for support we are here to help not judge or gossip.
