Repeat Offender suspensions need to = History suspensions Or If Repeat Offender is meant to be a factor in DoPS decisions, then: Per Article 18.15 definition, non-Repeat Offenders = first time (i.e. Clean Record) History suspensions need to = Clean Record suspensions
