General Incompetency and unwillingness of instructors to provide individual approach and reasonable accommodation during online sessions. Absence of sign language interpreters in the universities. Unwillingness of some senior lecturers to master information technologies for online education. Denial of sighted assistance services during the online and offline examinations and tests. Absence of quality feedback on home assignments. No direct communication with the instructor to solve personal issues of accessing information and knowledge. No intervention from disability support centers in some universities.   6. Lessons learned Lessons learned Urgent need to take actions to ensure the right to higher education for students with disabilities. Broadened information and knowledge gap. No motivation to do online studies. Lagging behind the general curriculum in students from physical training, massage, swimming and sports degrees. Quality of provided knowledge falls from 40% to 90% in comparison with the pre-pandemic level. Further marginalization of students with disabilities, especially with sensory impairments.   7. Our Vision Our Vision (legislative level) (legislative level) To develop anti-discrimination legislation in the field of disability. To amend the Republic of Kazakhstan Education Act by including concepts of reasonable accommodation, universal design and disability support centers to ensure full access to higher education for students with disabilities during emergency situations. To amend the Republic of Kazakhstan Education Act to set out administrative measures for universities exercising discrimination against persons with disabilities or failing to provide adequate access to higher education for these students, especially during emergency situations. To establish disability support centers in order to provide students with disabilities with reasonable accommodation and other support even during the pandemic and other emergency situations. To hire coordinators, assistants and sign language interpreters to ensure that students with disabilities are getting adequate access to higher education even during the pandemic.
