Education BSc. University of the West Indies in Zoology (major) and Botany (minor) Mphil. in Zoology, Animal Behaviour Employment and main activities Presently the Principal Director , Forest Operations Worked with the National Environment and Planning Agency from 2001 to 2007 in the Coastal Zone Branch where my specialty was assessment of coastal and marine environments particularly as it relates to revision and approval of development applications. Worked in the Ministry with responsibility for Environment from 2007 to 2015 as Director of Natural Resources where I focused on the development of Environmental Policies and Legislation. I was also Jamaica s Focal Point for the Convention on Biological Diversity and Chair of the National Ramsar Committee. Was appointed in my present post September 1, 2015 where my broad responsibilities include; Overseeing the management of Jamaica s Forest Reserves and Forest Management Areas Supervising operations of the Nursery Programme Overseeing the execution of the National Private Planting Programme I have over 17 years of experience in the environmental field and a through grasp of the Ridge to Reef concept which highlights the interconnectivity of the various ecosystems as well as the importance of their sustainable use.
Other interests (volunteer work, hobbies etc.) Hobbies Hiking and Scuba Diving Affiliations include: Jamaica Coral Reef Monitoring Network (JCRMN) University Sub-Aqua Club Immediate Past Chair National Ramsar Committee Jamaica Institute of Environmental Professionals (Council Member) Member Board of Studies for the School of Science, Technology, Engineering & Mathematics (STEM) at Excelsior Community College Jamaica
EU-Budget Support Programme 2018- 2022
Programme Details Name of Programme: Addressing Environmental and Climate Change Challenges through Improved Forest Management for Jamaica (IFMJ). Objective: To assist the GOJ with implementing the Forest Policy 2017 and the supporting NFMCP 2016-2026. Financed under the 11thEuropean Union Development Fund (EDF)- main source of EU funds for development aid to the ACP countries Value of Programme: EUR 16.15 Million Duration- 4 years, commencing FY 18/19-FY21/22
Components 1. Budget Support-To support the existing annual budget of FD over a period of 4 years only. Valued at EUR 14 mil 2. Complementary Support-to provide technical assistance, transfer know how knowledge to FD and supporting stakeholders to address specific administrative, financial and training requirements- policy development etc. Valued at EUR 0.9 mil 3. Grants to Civil Society- grants CSO, NGOs etc will be selected through calls for proposals. Areas of focus: Gender and Youth in Forestry Conservation, alternative livelihoods, Watershed Management improvement etc. * gender inclusive and youth friendly. Has a value of EUR 0.9 mil. 4. Communication, visibility and Monitoring- valued at EUR 0.35. To be disbursed in Yr 2.
Activities to be implemented 2. Improving watershed management planning within targeted forest estates Develop and implement sustainable reforestation programme within selected Watershed Management Units (Reforestation & Maintenance activities) -FY 18/19- 70ha maintained -FY19/20-476ha maintained -FY 20/21-576ha maintained Reforestation -150ha (LOP)-commencing FY19/20-FY21/22
Activities to be implemented 4. Upscaling gender sensitive alternative livelihoods to support the sustainable utilization of forest resources for local communities 1.Sensitization of community members (900) on alternative livelihoods in forest communities (Age & Gender considerations) -FY 18/19- 250 Persons sensitized -FY 19/20- 300 Persons sensitized -FY 20/21- 350 Persons sensitized 2. Provide financial support & training to expand and upscale alternative livelihood projects (apiculture, ecotourism related projects etc)- (40 Grants issued)
