  4. INTRODUCTION Definition of entrepreneurship the concept of entrepreneurship has a wide range of meanings. The word entrepreneur originates from French word, entreprendre, which means to undertake, In business context, it means to starts a business. Entrepreneur is understood differently. An entrepreneur in a developing economy is one who starts an industry undertakes risks, bares uncertainties and also performs the managerial functions of decision making and co-ordinating.

  5. Government provide Subsidies and Exemptions to entrepreneurs. An entrepreneur requires a continuous flow of funds not only for setting up of his/her business, but also for successful operation as well as regular up gradation/modernization of the industrial unit. To meet requirement , the Government (both at the Central and State level) has been undertaking several steps like setting up of banks and financial institutions ; formulating various policies and schemes, etc.

National Small Industries Corporation Ltd (NSIC) :- was established by the Government with a view to promoting, aiding and fostering the growth of micro, small and medium enterprises in the country, with a focus on commercial aspect of their operations. Khadi and Village Industries Commission(KVIC):established under the Khadi and Village Industries Commission Act.1956, as a statutory organization engaged in promotion and development of khadi and village industries for providing employment opportunities in the rural areas.

Role of government in enhancing entrepreneurship by establishing small & medium enterprises SMEs. What's role of government play for entrepreneurs? 1. Provide enabling infrastructures, especially by fostering public / private schemes to develop common local infrastructures. 2. Offers targeted tax incentives to promote business creation & development as well as innovation.

  8. 3. ensure the availability of financing for each stage of enterprise development. 4. Develop specific solutions for high risk/low qualified entrepreneur help to fight to poverty. 5. To provide information on regulations, standards, taxation, customs duties, marketing issues. 6. To advise on business planning, marketing & accountancy, quality control.

  9. Policies & Schemes of government All the state government provide technical & other support services to small units through their directors of industries & district Industry centers. The following are the common areas of supports: 1. Development & management of industrialists. 2. suspension/deferment of sales tax 3. Power subsidies 4. Capital investment subsidies for new units set up in a particular district 5. Consultancy & technical support

Schemes and Programms Adequate credit from financial institutions Funds for technology up gradation and modernization Integrated infrastructural facilities Modern testing facilities and quality certification laboratories Modern management practices entrepreneurship development and skill up gradation through appropriate training facilities etc.
