  2. How do we meet the evolving energy needs in the West? Two Steps: 1) Expand our generation and transmission infrastructure as quickly and efficiently as possible 2) Optimize the existing infrastructure

  3. The Current Position at PNGC Power Longtime BPA customers who need to begin developing our own resources to meet strong load growth that BPA cannot meet. Transmission in over half a dozen Balancing Authorities makes integration of these resources very difficult. As predominantly hydro consumers, we are not subject to most state- level carbon policies. However, we recognize the policy direction in the states we serve, and we intend to serve clean electricity in those states if we can provide it affordably and reliably. PNGC staff and board direction: we need a Western RTO.
