  6. READINESS What does Readiness mean for the project? Stakeholder Relations will be reporting both internally and externally on the progress of each Market Participant while onboarding. Each Market Participant will provide a percentage of completion on major milestones within the project, if a percentage is low this will let SPP know that an outreach to the Market Participant maybe needed for assistance. A list of the major milestones will be provided five days prior to the next bi-weekly meeting. Companies will list their percentage and we will compile and communicate the data. This information is vital to the success of the project so we all make it to April 1, 2026 together. 6 SPP Internal Only

  15. REQUEST MANAGEMENT SYSTEM (RMS) SPP uses the IssueTrak application called Request Management System (RMS). This ticketing system will hold each Market Participants Onboarding ticket. The application is secure and will allow sensitive documents to be uploaded safely. Additional Onboarding Team Members maybe be added to our ticket.   17. ONBOARDING TEAM Role Responsibility SPP Onboarding Specialist Liaisons between SPP and the Market Participant to ensure all procedures are completed through out the onboarding process. Assists each Market Participant in completing appropriate registration documents, registration spreadsheet information and modeling of assets (resources and loads). Responsible for training information and catalog for Market Participants to complete. SPP Model Coordination SPP LMS Administrator SPP Test Lead Responsible for the creation and execution of the MTE Connectivity and Member Testing phases of the project, including test checklists, verification forms, and issues while testing. Responsible for Settlements sections of the MTE Connectivity and Member Testing phases of the project. Responsible for questions during MTE Connectivity testing phase. Responsible for answering questions and maintaining relationships with Market Participants once the project is completed. LSA RESPONSIBILITIES The LSA is the primary person at your company who can perform the following in the SPP portal: LSAs CANNOT: Add another LSA SPP has to set the LSA up - this will require a RMS ticket Remove another LSA SPP has to do this this will require a RMS ticket If an LSAs password has expired and they can t get into the portal the backup LSA will need to reset the password for them Add, edit, and delete users Assign and remove roles for users Assign and remove roles for themselves and other LSAs under their own entity code Reset their own password Update their own certificate They will also vet and approve users requesting RMS access. Anything an LSA can do for a user they can now do for themselves. 25 SPP Internal Only

  31. THESE FACTORS DRIVE THE NEED FOR CHANGE Existing Balancing Areas (WACM and WAUW) are ceasing to provide balancing services. SPP BA will be created to cover the load and generation in the existing Balancing Areas. Creation of this BA will require preparation. 31 SPP Internal Only

  32. WHAT IS CHANGING? Balancing Area boundary Need to identify all differences between the new SPP West BAA boundary and the existing WACM and WAUW boundaries. All generation and load within the SPP West BAA must register as a full participant in the SPP Marketplace. SPP will become responsible for the NERC BA responsibility. Tariff boundary Need to identify all facilities that will move under SPP s functional control. Need to confirm/review/convert Transmission Service.   43. OATI EIR AND OASIS REGISTRATION INFORMATION EIR Registration #1: Asset Owning Market Participants must register their assets Source/Sink in OATI webRegistry. Electric Industry Registry (EIR) is an industry-wide database managed by OATI but owned by the North American Electric Standards Board (NAESB). These registrations must be in place to allow you to schedule any confirmed reservations you own. Registration #2: Transmission Customer will register with WebRegistry as a Purchasing Selling Entity (PSE) & with OATI OASIS as a customer. If the Transmission Customer is mapped to a Market Participant they will also need to register SPP s North and South Hubs for tagging purposes. OATI is the vendor that manages the SPP OASIS site and this registration as a customer of OATI will allow you access to the SPP OASIS. This registration is critical as this registration must be in place (allowing SPP to recognize your TC as a valid, active Transmission Customer). 43 SPP Internal Only

  44. CROW SPP and MPs use this tool to manage impacts of forced outages, coordinated future maintenance and system expansion, and make smart decisions that benefit our region. Asset-owning market participants need to register with SPP s Outage Coordination group Instructions and request forms are located here.
