Why CGD in Kenya ? KNBS Strategic Plan and Kenya Strategy for the Development of Statistics (KSDS) identified Data Quality as one of its strategic focus in the plan period. Addressing data gaps is one of the strategies for ensuring data quality. Data gaps are to be closed by exploring use of alternative data sources (e.g CGD) and by adopting data quality assessment and assurance frameworks (KeSQAF). There is increasing demand for data for monitoring SDGs and other development initiatives. Managing scarce resources-duplication of resources. There is therefore need to take advantage of the data revolution and to modernise the National Statistical System. 2

Efforts to operationalize re-use of CGD o Partnership and collaborations -PARIS21 and GPSDD. o The KNBS also played a key role in validation of guidelines on CGD which were developed by GPSDD and launched in 2021. o Technical support of PARIS21 to develop workplan to operationalize the quality criteria for CGD.PARIS21 supported KNBS in sensitizing the Quality Working Group and senior staff at KNBS and CSOs on citizen generated data online. o Physical Workshop supported by PARIS21 in August 2021 that brought together CSOs and SDG Kenya Forum to develop the CGD criteria and to review the KeSQAF. o The criteria captures both the quality of data production and usability of the data. 3

Criteria for acceptance of CGD o The dimensions of quality in the draft criteria for accepting CGD for official reporting include; oRelevance oAccuracy oClarity oTimeliness and punctuality oAccessibility oInterpretability and clarity oCredibility oCoherence and consistency oMethological soundness 4

Inventory of NSAs and Producers of CGD- Survey During the workshop, a questionnaire to carry out an inventory of the non-state actors and producers of CGD to determine the data they collect/produce was developed. The questionnaire was developed by KNBS in collaboration with the CSOs in the workshop. The SDG Kenya Forum in collaboration with the Bureau developed a checklist of CSOs. The inventory was conducted by sending an online questionnaire to the CSOs in the 1st week of December 2021. Currently, slightly above 63 CSOs have responded to the questionnaire. The data from the survey will be analysed and information will be used to finalise the CGD criteria, Score Allocation Matrix and to determine the minimum quality level/threshold for accepting CGD for official reporting. 5

Emerging issues and opportunities in CGD Growing demand of data for issues directly affecting citizens The wealth of data from citizen generated data and big data to fill existing data gaps-especially in providing disaggregated data. Leveraging partnerships and collaboration within and beyond the NSS in statistical activities and programmes Technological advancements Training in areas such as machine learning and artificial intelligence.
