  2. Changes in the Directives Part 1 These slides include a selection from all the changes limited to the ones which impact the operation of the Committees. ISO/IEC joint SEGs (Standardisation Evaluation Group) Change introduced in request of IEC/SMB and ISO/TMB to establish a joint SEG on Metaverse All rules applying to IEC are extended to include ISO A JSEG in its work shall ensure that it is responsive to the needs of both organisations. (Clause 1.2.10.2) Co-conveners (one IEC and one ISO) possible upon decision of the SMB/TMB Secretariat to the organization proposing the JSEG (IEC or ISO) 3

  6. PAS: clarification of decision to initiate the project In ISO a committee decision is needed (NP) and this was not clear in the 2022 Edition Reminder Clause 2.3.1: NP circulation Clause 2.3.5 b): minimum 4 or 5 P-Members nominating Experts 6

  7. Change of project leader during a project Some IEC Committees asked to define/clarify the process to nominate a new project leader when the current project leader resigns. 7

  8. Joint working groups operation Since the 2022 Directives, JWGs may develop any type of documents, however the process for development of PAS, TS or TR in JWG was not consistently reflected in clause 1.12.7. 8

  9. Liaisons B clarification of rights Clarification requested by ISO committees: Liaisons B are given access to the committee documents The Table 1 is also updated accordingly. 9

  10. Co-conveners for JWGs The text is revised to clarify that nominating co-convenors can be made at the establishment of the JWG or any time later. 10

  11. No new working group for a PWI The text is revised to clarify that it is not possible to establish a new working group for a PWI.   12. Use of term liaison organizations The Directives include several occurrences of the term liaisons organizations to make reference to external liaisons organizations. But sometimes, the provision also applies to internal liaisons. In such cases, the term liaisons organizations is replaced by Liaisons . This change in introduced in all the Directives, where relevant (Clauses 1.2.1, 1.13.2, 1.14, 2.4.4 and 2.5.5). Example in 1.13.3, now liaisons include also TCs in liaison and not only external liaisons: 12

  13. WG membership for TCs in liaison The possibility for a TC in liaison to nominate Experts in WGs was clarified in the 2022 Directives, but Clause 1.12.1 was not harmonized. 13

  14. NP applicability The current wording of the Directives a new part of an existing standard was not clear enough. It happened that committees skipped the NP for a new standard in a series based on the fact that the NP was approved for the first standard of the series. 14

  15. Alignment of the JTC 1 Supplement The text in the common foreword takes into account two specifics for JTC 1 which have been removed from the JTC 1 Supplement. 15

  16. Approval criteria for a committee title or scope change IEC ISO processes harmonization: Text from the ISO Supplement is added to the common ISO/IEC Directives Part 1. 16

  17. Secretariat responsibilities The sentence Ensuring the equivalence of the English and French texts, if necessary, with the assistance of other National Bodies that are able and willing to take responsibility for the language versions concerned. (See also 1.11 and the respective Supplements to the ISO/IEC Directives is deleted as in practice this has not been a task provided by the Secretariat, but rather normally done by the NC providing the translation. 17

  18. Convenor acting in a purely international capacity This was clearly written in the ISO/IEC Directives Part 1 for the Chairs, Secretariats, project leaders. Only the JTC 1 Supplement was stating this for Conveners. This is snow harmonized in the Part 1, Clause 1.12.1. 18

  19. Secretary for WG convenor JTC 1 allowed for Secretaries to support WG Conveners and the JTC 1 Supplements included text which has been moved to the ISO/IEC part 1. This option is now available for all IEC and ISO committees. 19

  20. Guests at WG and other groups meetings The text of the IEC Supplement allowing guests attending up to three meetings is removed (Clause 1.12.2). It is replaced it by common text in the Part 1. The term consecutive is removed to avoid biasing the rule. The number of meetings for given guest is limited to two. 20

  21. Alignment of Clause 1.12.7 (JWGs) The wording of Clause 1.12.7 is revised to include in the common Directives Part 1, Clause 1.12.7, a text originating from the ISO Supplement. 21

  22. Alignment of Clause 2.8.1 (Publication stage) A sentence existing in the ISO and JTC 1 Supplement is added to the ISO/IEC Directives Part 1 and now applies to IEC. 22

  24. Use of Fragments Following SMB Decision 173/3, the text of several clauses is revised to extend the use of fragments for new projects related to all the IEC deliverables (IS, TS, TR, SRD). Concern was raised that a large number of fragments may be a problem and initially the limit of 5 fragments was set. After significant discussions, DMT agreed not to identify a specific limit but leave it to the committee to decide. If this becomes a problem this can be addressed in the future. 24

  26. Translation time for IEV FDISs The translation time for the FDISs of the IEV series (60050 series) is currently six months. This time has not been revised over the past years while the time for CDV translation was reduced to 6 weeks and the time for FDIS translation was removed. Terms and definitions translations can be considered more complex and requiring accurate and longer translation work compared to CDVs. 26

Status of meeting minutes The document IEC guidance for secretaries states that meeting minutes are considered as being confirmed if no comments are received within 1 months of their distribution. This is not stated in the Directives but a two months rule has been applied in practice for many years. The incentive for making this 4 week is to ensure the meeting attendees review and comment on the unconfirmed minutes in a timely manner after the meeting. This is now stated in the IEC Supplement, new Clause E.5.4. 27

Alignment of Clause 2.7.2 of the IEC Supplement There is text in the IEC Supplement Clause 2.7.2 similar to that which is already present in Clause 2.7.5 of the ISO/IEC Common Directives Part 1. This redundant text is removed. In addition, the IEC SEC has noted that the identification of obvious editorial errors in advance to the ballot closing is not common, and the need to explicitly identify and archive non-actionable comments is unnecessary since they are recorded in the result of voting. 28

  29. Interpretation sheets: normative or informative? The SMB confirmed that Interpretation Sheets shall be considered as informative and not normative. It is suggested that if a request for an Interpretation Sheet would result in a normative change the document, this should be processed as a correction or amendment as per Clause 2.10. 29

  30. Annex SL CISPR rules CISPR submitted a revised version of the Annex SL which is approved by SMB. The main change is the creation of the role of Assistant Convenor (for CISPR only). Note: the JDMT is considering a similar role for a future edition of the Directives Part 1. The responsibilities and nomination process are currently being discussed, as well as the title. CISPR will be asked to align when a joint ISO/IEC approach will be approved. 30

Alignment of ISO/IEC Supplements - Clause 2.6.4 SMB approved to delete the sentence When proceeding directly to publication, no changes to the technical content of the enquiry draft shall be made. At the end of Clause 2.6.4 of the IEC Supplement as the item a) of Clause 2.6.4 already address this topic. 31
