  2. U.S. National Strategy We must eliminate bureaucratic impediments to innovation and embrace less expensive and time-intensive commercial off- the-shelf solutions. Departments and agencies must work with industry to experiment, prototype, and rapidly field new capabilities that can be easily upgraded as new technologies come online. - National Security Strategy (2017) A robust U.S. commercial remote sensing space industry can augment and potentially replace some United States Government capabilities and can contribute to U.S. military, intelligence, foreign policy, homeland security, and civil objectives, as well as U.S. economic competitiveness. - US Commercial Space Remote Sensing Space Policy, NSPD 27 (2003) The DoD has an opportunity to leverage innovation and cost-effective investments driven by the private sector, presenting opportunities for collaboration to develop game-changing capabilities with a more streamlined and responsive acquisition process. New commercial technology will change society and, ultimately, the character of war.
