HB 24 Limited Teacher Certificates; Languages Allows DEED to issue limited certificates to qualified people: Alaska Native Culture, Military Science, CTE, Any Subject if Language of instruction is not English. Moved out of House Education; Heard & Held in House Labor & Commerce.
HB 75, SB 74 Internet for Schools Increases speed from the current 10Mbps to a minimum of 25Mbps. DEED obtained a waiver from the FCC exempting the increased ERate funding for the new minimum from the Federal Disparity Test. HB 204, SB 151 FY21 Operating Budget BSA remains at $5930 +$900,200 - 2 new residential schools NSBSD & LYSD; +$137,000 - State Board of Education monthly meetings; -$474,700 Transfers Parents As Teachers to HHS; -$5,045,100 Pre-K grants are ending; -$232,900 Eliminates OWL; -$586,300 ACPE for outsourcing loan servicing.
SB 136 Tribal Compacting Referred to Education & Judiciary (not heard yet). Allows DEED to approve state-tribal education compact schools. Allows Commissioner to enter into compacts with federally recognized tribes for establishment of tribal education compact schools. Rep. Edgmon held a hearing on Dec 10 with Tribal Health Providers. Sponsor (Sen. Stevens) has said SB 136 is a vehicle for discussion on how compacting would look and how it might work.
SSSB 6 Alaska Reads Act Bill Analysis Section 1 Adds the Alaska Reads Act to statute; Section 2 Allows elementary schools to establish Pre-K; Section 3 District required to provide parents of Pre-K thru grade 3 annual literacy info including intervention; Section 4 Establishes eligibility for early ed programs; Section 5 - Requires districts to report reading performance K-3 as well as assessments, retention, & retention exemptions;
SSSB 6 Bill Analysis Cont Section 6 Creates 3 yr stair step grant program Pre-K Yr 1- lowest performing 10% districts Yr 2 lowest performing 15% districts Yr 3 lowest performing 15% districts Yr 4 3rdhighest performing 20% districts Yr 5 3rdhighest performing 20% districts Yr 6 Highest performing 20% districts
SSSB 6 Bill Analysis Cont Section 7 DEED to supervise & approve Pre-K programs/provide support for intervention services to students. Section 8 Defines Early Education program. Section 9 Allows DEED to purchase curricula. Section 10 - Provides regulation for Programs/Staff. Section 11 Defines how students will be counted for funding. Section 12 Adds early ed program when determining number of district elementary schools.
SSSB 6 Bill Analysis Cont Section 13 Precludes double dipping for funding. Section 14 Requires DEED to create program for early screening. Requires districts to provide intervention. Creates a DEED literacy program. Section 15 Specifies early education providers are mandatory reporters. Section 16 Repeals current Pre-K program. Section 17 - Requires DEED to conduct performance rankings. Section 18 Provides for an effective date of July 2020.
