  3. Home Language Survey All districts must include a Home Language Survey as part of registration for all new students Three required questions: What language did your child first learn to speak? What language is spoken most often by your child? What language is primarily used in the student s home regardless of the language spoken by the student? If any answer indicates a language other than English, a screener must be administered to determine eligibility. 3

  5. ELPA21 Screener Used to determine eligibility for English Learner services in Nebraska Available for grade bands: Future K (used during Semester 1 and spring/summer during K roundup) Kindergarten Grade1 Grades 2-3 Grades 4-5 Grades 6-8 Grades 9-12 5

  6. ELPA21 Screener Provided to all public NE districts by NDE Districts have the option of using another screener Must be valid and reliable in measuring English language acquisition Must measure all four language domains Must provide composite scores or levels that indicate proficiency 6

  7. ELPA21 Summative Required of all K-12 English Learners in Nebraska Measures English Learners progress in learning the English language. Items were developed from the Nebraska English language proficiency (ELP) standards 4 separate domain tests: Listening, Reading, Writing and Speaking ELPA21 Summative window is February 6 March 17, 2023 7

  8. Screener vs. Summative ELPA21 Dynamic Screener Practice is integrated into the screener. One assessment that includes 4 domains. Semi-adaptive with a stopping point. Students who are unable to participate will not advance to the next step. The first Speaking question is scored on the fly by the test administrator. Most scores (86%)available same day, often immediately. ELPA21 Summative Practice tests are separate and completed ahead of time. Four separate domain tests. Not adaptive. All scoring is done offsite by vendor. All results available a few weeks after the window closes (early May). 8

  9. ELPA21 Alternate ELPA21 Alternate is designed for K-12 English Learners with the most significant cognitive disabilities Will be field-tested Spring 2023 Fully operational Spring 2024 ELPA21 Alternate window is February 1 March 31, 2023
