OKWIN Oklahoma Wireless Information Network A 7/800 MHz trunked Land Mobile Radio P25 solution consisting of 55 tower sites and 1 master site in partnership between the Department of Public Safety and the Chickasaw Nation, City of Edmond, City of Owasso, City of Shawnee, City of Tulsa, Creek County, Grand River Dam Authority, and Bureau of Indian Affairs. AUTHORITY P25 Certified & LTE PTT Solution Project 25 is the standard developed by the Department of Homeland Security Office of Emergency Communications and the Telecommunications Industry Association for use by public safety. INTEROPERABILITY LTE PUSH-TO-TALK Through use of an Inter-RF Subsystem Interface (ISSI), OKWIN is interoperable with the City of Broken Arrow, City of Norman, and City of Oklahoma City.   6. 47 O.S. 6.101 Statewide Law Enforcement Communications System House Bill 1832 was passed by the 44th Oklahoma Legislature in 1993, apportioning $500,000.00 annually to the Statewide Law Enforcement Communications System, commonly known as the 800 MHz system, or the Oklahoma Wireless Information Network ( OKWIN herein). At this time the system was comprised of 12 State-owned radio sites. Beginning in 2005 the Oklahoma Office of Homeland Security began receiving grant funding through the Community Oriented Policing Services ( COPS herein) program as part of the Violence Against Women and Department of Justice Reauthorization Act of 2005. Homeland Security used this grant funding to purchase an additional 21 radio sites on behalf of the State of Oklahoma.
