The Lagos State Water Regulatory Commission (LSWRC) was established in 2012 to oversee water supply and wastewater management services in Lagos State. Since 2015, under the leadership of Executive Secretary Arc. Ahmed Kabir Abdullahi, the commission has focused on promoting sustainable services, attracting investment, and ensuring quality, reliability, and affordability in the water sector. Through regulations and initiatives outlined in the 2016 Work Plan, LSWRC aims to provide efficient and accessible water supply while upholding approved quality standards. The commission's responsibilities include licensing water suppliers, promoting water access, and regulating production and distribution processes.

  2. The Lagos State Water Regulatory Commission (LSWRC) was established pursuant to S. 48 of the Lagos State Water Sector Law (LSWSL), No. 14 Of 2004. The primary duty of the commission is to ensure that water supply and waste water management service delivery is properly carried out in Lagos State. The commission is also to encourage investment and promote sustainability of services by ensuring that operators in the sector secure reasonable returns on their capital to finance the proper carrying out of these services. The Commission commenced operations in May 2012 and was officially flagged off by His Excellency, The Former Governor of Lagos State Mr. Babatunde Raji Fashola, SAN on September 25th2012. The present Executive Secretary was appointed on 11thSeptember 2015. His appointment was ratified by the Lagos State House of Assembly on 20thOctober 2015, In accordance with the Lagos Water Sector Law (LWSL) 2004 provision for the Executive Secretary of the commission. LSWRC, being the first SOLE water services regulator in Nigeria, the task of pioneering water sector reforms that were hitherto unknown in the water services sector in any other state in Nigeria. Various models were considered around the World as Case Studies such as the U.K model, U.S, Germany, Ghana and Kenya. The Commission has a duty to ensure, by regulation that water and sewerage functions are properly carried out in the State, these includes: Licensing of all water suppliers, drillers, sewage tank operators, borehole drillers and users etc.; Promoting access to water supply for every citizen; Ensuring your water meets Lagos State approved quality standard; Regulation of all aspects of production, distribution and supply of water and provision of wastewater management services; Approving the water rates and charges payable by consumers to ensure that it is fair, both to the Service Providers and the Consumers; Prompting Private Sector investment in water services; Conduct public education programs on water sector issues; Facilitate and monitor the performance of PPP projects in the water and wastewater sectors (Including development of template contracts); Develop standards and service conditions; Publish Market rules to govern market conduct including rules for all PPP and water supply and wastewater management models for Lagos state; Ensuring that complaints about water are promptly resolved by your provider; Preservation and conservation of water resources; Periodic review of the State-wide water Supply model to ensure that every part of Lagos State gets adequate water supply.   7. THE COMMISSION COMPRISES THE OFFICE OF THE EXECUTIVE SECRETARY AND FIVE DEPARTMENTS. THE OFFICE OF THE EXECUTIVE SECRETARY The executive secretary s office comprises the following units that report directly to the ES on the matters within their purview: Public Affairs unit Procurement unit Internal Audit unit Information management systems / ICT Regulatory Impact Assessment and Surveillance unit THE TECHNICAL SERVICES DEPARTMENT This department performs the core technical operations of the commission. It consists of four units: Engineering standards and research Quality Assurance Environmental Audit; and Compliance and Inspectorate.   8. ADMIN / HUMAN RESOURCES DEPARTMENT This is the non-technical department responsible for the corporate identity and organization of the commission. THE CONSUMER RELATIONS DEPARTMENT This department is responsible for all consumer matters. Matters concerning quality of service, consumer complaints handling, consumer information and education, conditions of service delivery, affordability and pro-poor issues in service delivery, billing, consumer satisfaction surveys, etc. Are handled by this department. Units under this department include: Complaints handling unit Consumer services monitoring unit LEGAL, LICENSING AND ENFORCEMENT DEPARTMENT This department provides legal advisory services to the commission in the development of regulatory instruments, the processing of license applications, and the enforcement of rulings, orders and other regulatory instruments (regulations, the law, guidelines etc) the department comprises; The legal advisory services unit; The licensing unit; and The enforcement services unit.
