  1. 1stICPAR ECONOMIC AND PROFESSIONAL SKILLS DEVELOPMENT SYPOSIUM Accelerating the drive towards a knowledge based economy Enhancing Public Sector Good Governance initiatives: - How does sound Public Financial Management enhance good Governance in public sector for better service delivery NSTI is a successor of EDPRS 2: It is an ex-ante wake-up call to orient Rwandans for vision 2050: Specific priorities and strategies are presented in different pillars as below: High quality and standards of life - Vision 2050 aspirations focuses on five broad priorities: - Developing modern infrastructure and livelihoods - Transformation for prosperity - Values for vision 2050 Ethics for transformation - International cooperation and positioning * If 70% of the workforce is still in agriculture should good corporate governance principles matter? In Agricultural sector RAB, NAEB, etc. * NSTI requires an average GDP growth of 9.1% over the 4 years: How does PFM facilitate this target? The case of GDP drivers like energy sector, etc. * Rwanda is a subscriber to the SDGs; Haw does a sound PFM enhance these universal targets? Good Governance for National transformation. * OAG constitution mandate Art 165 & 166, ISSAIs, IASA, IFRCS/IAS * FAM & CAM - Realization of value for money as a sure means to fight house hold poverty. NST

Priority areas for transformation:- The role of good PFM management in achieving priotargets: - Promoting resilience and enhancing graduation from poverty and extreme poverty- VUP & public works Eradicate malnutrition our work in health sector - Quality health for all - Health infrastructure and equipment development.. Improve maternal &reduce child mortality rates - Innovate Around health funding -CBHI- for greater out reach of health care:- #Modernize Rwandan house hold through universal access to basic:- infrastructure such as electricity, water sanitation and internet broad bard. REG, EUCL , EDCL have to modernize to responsively WASAC to practice good governance enhance accessto sanitation hygiene etc. #Sensitize all budget agencies to value FAM & CAM audit opinions as part of imihigo through enhanced #Training of accountants, strengthen institute of ICPAR and allied controls like IFMIS wider coverage
