  4. NTP and Timeline Agenda Overview Demolition Contractor Verifications & NTP: The County issued an Intent to Award. After the 10-day protest period is over a Notice to Proceed will be issued from the County, and the Contractor can legally enter the site. Demolition Contractor Verifications & NTP: Contractor Timeline: Contractor Timeline: From time of executed NTP, the Demolition Contractor will have 45 days to complete asbestos abatement, demolition, and lot restoration. 4

  5. Permits Agenda Overview Demolition and Floodplain Permit: Demolition and Floodplain Permit: The demolition contractor is responsible for pulling the demolition and floodplain permit through the Richland County Building Department. This needs to be done before any work is begun on the property, including asbestos abatement. The contractor will need to submit the asbestos report and the contract for the property between the County and the demolition contractor to pull the permit. Demolition contractor will have a copy of the asbestos report since it will supplied in the bid package. 5

Richland County Building Inspections Agenda Overview Demolition Inspection Process: Richland County Building Department will complete their own inspections periodically throughout the demo and restoration. Richland County will request to review the green space land plan (how the lot needs to be left per the planning department) so they can confirm it is graded properly before they pass the final inspection. This land plan was provided in the bid scope. Demolition Inspection Process: 6

  7. Asbestos Asbestos: Asbestos: If the property has asbestos, it is a DHEC requirement that it be abated per local and federal regulations. The demolition contractor will be responsible for abatement and clearance, including the proper DHEC permits. Pre Pre- -Asbestos Inspection: Asbestos Inspection: If asbestos abatement is necessary, Tetra Tech will perform a Pre-Asbestos Inspection before abatement can occur to confirm the property is ready for asbestos abatement and confirm permits have been pulled. 7

  8. Utilities Utility Site Walk Utility Site Walk- -Through: commencing at the property, the Demolition Contractor will be required to make-safe utilities to the property. This includes Marking easements and underground utilities; Removing utility meters; and Capping wells, water, sewer, and septic lines to the mains, Disconnecting electrical and gas service and propane tanks. Through: Prior to demolition work 8

Pre-Demolition Inspection Pre Pre- -Demolition Inspection: Demolition Inspection: Tetra Tech will perform a Pre- Demolition Inspection to confirm that all utilities have marked and disconnected and the site is ready for demolition. Demolition Prep: Demolition Prep: The Demolition Contractor will need to mobilize the appropriate assets to the site for demolition activities and be responsible for providing hauling equipment to transfer the materials to a landfill. 9

Unoccupied Inspection Property Unoccupied Verification: Property Unoccupied Verification: Demolition Contractor re- verifies property description and ownership and notifies Tetra Tech of demolition timeline (date demolition is to start and tentative completion date). Before demolition start date, Demolition Contractor verifies structure is unoccupied. Tetra Tech will also do a Property Unoccupied Inspection within 24 hours of the scheduled demolition to confirm property vacancy. GC Coordination Meeting 10

Demolition Hazardous Materials Responsibilities: Responsibilities: Demolition Contractor will remove/dispose of asbestos and other hazardous materials per State of South Carolina environmental and EPA requirements. Demolition Contractor will be responsible for disposing of Household Hazardous Waste items per SC DHEC and EPA regulations. Demolition Contractor will be responsible for assuming lead- based paint on the property and using lead-based paint safe practices (only for properties built before 1978). Demolition Contractor will document items transferred to the landfill. GC Coordination Meeting 11

  12. Post Demolition Once demolition is complete, Tetra Tech will complete Post Demolition Inspection. Demolition Inspection. In order to pass Post-Demolition Inspection, the following needs to be properly removed from the property: Any wooden or metal fencing that belonged to that property Mailboxes Bricks All concrete and materials from the former driveway, up to the County road Any general debris such as glass, wood, metal, etc Post- - GC Coordination Meeting 12

  13. Lot Clearing Once backfilling and final grade is complete, Tetra Tech will complete Post Post- -Lot Clearing and Restoration Inspection. Lot Clearing and Restoration Inspection. Backfill area needs to be clear of all debris prior to backfilling with clean dirt. The entire lot needs to be graded properly (ensure the previous driveway area is filled with dirt and graded to the surrounding lot) Seeding needs to be complete Tetra Tech visually re-inspects site within 60 days of completion of backfill for 60 Day Post 60 Day Post- -Lot Clearing and Restoration Inspection. Restoration Inspection. Goal is to ensure that the soils have not sunken, and if required, the Demolition Contractor shall return to stabilize. Lot Clearing and GC Coordination Meeting 13

  15. Program Documentation The this program requires that all demolition related-files be captured and retained. Tetra Tech maintains all program files which will contain the required documentation. This file will contain photo-documentation of the process before, during, and post-demolition. The demolition contractor will be responsible for submitting the load tickets/landfill manifests to account for debris removed from the property. If any asbestos debris was removed, or HHW items, the demolition contractor will also need to submit the hazardous waste load tickets/landfill manifests. GC Coordination Meeting 15
