City of Lubbock Model Code Adoption Update

City of Lubbock Model Code Adoption March 5th, 2024
Model Code Adoption The Texas Local Government Code Chapter 214 Municipal Regulation of Housing and Other Structures defines a national model code as a publication that is developed, promulgated, and periodically updated at a national level by organizations consisting of industry and government fire and building safety officials through a legislative or consensus process and that is intended for consideration by units of government as local law. Editions published by the International Code Council and National Fire Protection Association are reviewed and updated on a three-year triennial cycle. Model Codes are adopted at the state level in the Local Government Code, Occupations Code, and Health and Safety Code. A municipality, by state statute, may establish procedures to adopt local amendments to these locally adopted codes.
Model Code Adoption Over the course of 18 months, the Model Codes and Construction Advisory Board met 12 times to review significant changes and potential amendments to the code editions to be considered for adoption. The MCCAB members consist of two licensed professional engineers, a licensed architect, licensed electrical, mechanical, and plumbing contractors, a residential contractor, a commercial contractor, a facilities manager, a multi-family property manager, a developer, and one citizen. As a part of the review process work groups were established consisting of licensed industry professionals who reviewed code editions specific to their field of expertise, with this information then presented to the board as a resource. The Model Codes and Construction Advisory Board voted unanimously in favor of any and all ordinances presented for consideration today.
Model Code Adoption The Building Code Effectiveness Grading Schedule (BCEGS), developed by Insurance Services Office (ISO), categorizes communities according to the adequacy of their building codes and the effectiveness of building code enforcement. The BCEGS assesses the building codes in effect in a particular community, as well as how the community enforces its building codes with a special emphasis on mitigation of losses from natural hazards. Municipalities with well-enforced, up-to-date codes demonstrate better loss experience, which can be reflected in lower insurance rates. The prospect of lessening catastrophe-related damage and ultimately lowering insurance costs provide an incentive for communities to stay up to date with their adopted building codes. The anticipated benefits are safer buildings, less damage, and lower insured losses from catastrophes.
Model Code Adoption For consideration today are local adoption of the following model code editions: 2021 International Building Code 2021 International Plumbing Code 2021 International Mechanical Code 2020 National Electrical Code 2021 International Residential Code 2021 International Fuel Gas Code 2021 International Energy Conservation Code 2021 International Existing Building Code (newly added) 2021 International Swimming Pool and Spa Code (newly added) 2021 International Fire Code
Model Code Adoption Implementing up to date building codes can save a community money in reduced insurance premiums and can help when applying for federal grant funds. Adopting and enforcing up-to-date building codes not only reflects a jurisdiction s commitment to the health and safety of its citizens but helps to preserve building resilience and durability in the face of increasingly severe weather events. As a minimum safeguard, building codes establish a building s safety and energy performance for years to come.
