  1. 10. Handover of the Working List management from the EPO to WIPO- IPC Committee of Experts 52 Geneva February 20, 2020 Patrick FIEVET IT Systems Section International Classifications and Standards Division WIPO FOR OFFICIAL USE ONLY

  2. 2 Agenda Status after the handover General situation today IPCWLMS highlights IPC reclassification statistics Hand over outcomes Potential follow-up actions after the handover WIPO FOR OFFICIAL USE ONLY

  3. Status of the handover The handover from the EPO to the IB as proposed under CE 472 and decided in 2015 during IPC CE/47 is now effective IPCWLMS implemented for this purpose, based on IPCRECLASS which is now decommissioned. First synchronization with DOCDB data of August 2019 IPC reclassification Working Lists (WL) were produced by the IB for IPC 2020.01 and residual reclassification for IPC 2009.01 to IPC 2019.01 WIPO FOR OFFICIAL USE ONLY

  4. Highlights of IPCLWMS IPC reclassification possible through: Interactive mode Submission of already prepared Result List (RL) files Calls to IPCWLMS web service (see specification) Synchronization with DOCDB twice per year Published WL and RL For automatic and intellectual reclassification RL for all concerned offices Facility for IPC data analytics, and data preparation for AI based activity on patent classification WIPO FOR OFFICIAL USE ONLY

  5. Working Lists distribution Creation and distribution according to: The distribution algorithm adopted during CE/50 and further clarified after CE/51, in July 2019 IPC reclassification office information associated to each IPC revision WIPO FOR OFFICIAL USE ONLY

  6. Reference documentation Implementation according to CE explicit decisions: IPC reclassification life cycle Transition from IPCRECLASS to IPCWLMS Frequency of Residual Working Lists (RWL) Definition of the Initial number of Working Lists for the purpose of monitoring IPC reclassification progress See https://www3.wipo.int/classifications/ipc/ipcwlms/public/d ocumentation WIPO FOR OFFICIAL USE ONLY

  7. Reference documentation IPCWLMS on-line help (in EN and FR) tentatively details practical aspects IPC reclassification not elsewhere documented e.g. Automatic generation (in Result List files) of the de- activations for all old symbols is limited to interactive reclassification mode Which IPC version is used for the validation of reclassification symbols User alert when a symbol to be reclassified is affected by more than one IPC revisions WIPO FOR OFFICIAL USE ONLY

  8. IPC reclassification statistics after the handover Statistics about 100% complete Reclassification i.e. Number of families with obsolete IPC symbols left in DOCDB Transition from IPCRECLASS to IPCWLMS: IPCWLMS loaded with residual reclassification as found in DOCDB of August 2019 Residual WL distribution according to the new algorithm WIPO FOR OFFICIAL USE ONLY

  9. Evolution of the IPC reclassification cumulative backlog according to IPCWLMS RWL IPC Reclassification backlog according to IPCWLMS RWL 7,000,000 6,000,000 5,000,000 Number of families 4,000,000 3,000,000 2,000,000 1,000,000 0 WIPO FOR OFFICIAL USE ONLY

  10. Residual IPC reclassification according to IPCWLMS 1600000 1400000 1200000 1000000 800000 Number of Families not yet fully reclassified 600000 400000 200000 0 WIPO FOR OFFICIAL USE ONLY

  11. Hand over outcomes After its first synchronization with DOCDB, IPCWLMS confirms the trend of IPC reclassification backlog evolution observed over past years in IPCRECLASS Redistribution of the reclassification backlog according to new WL distribution algorithm The size of residual reclassification may partially be related to incomplete reclassification of the complete family, in particular de-activation of old symbols WIPO FOR OFFICIAL USE ONLY

  12. Hand over outcomes Updated status of Responsibilities Implementation of CE decisions in respect of the WL management are now in the hands of the IB Automatic reclassification in the hands of the IB Intellectual reclassification remains the responsibility of Offices that are explicitly indicated in the IPC reclassification Office information table Implementation of IPC reclassification at family level in DOCDB, based on RL files remains with the EPO WIPO FOR OFFICIAL USE ONLY

  13. Post-project Candidate actions Task Force discussion: Investigations about the backlog De-activation of symbols to be reclassified For the Front file For the Legacy Warnings and validations during reclassification process Use of AI in place of Default Transfer WIPO FOR OFFICIAL USE ONLY
