Brief guide to help work groups make recommendations on preferred data sources for identified metrics in the Bree Collaborative guidelines, focusing on representing specific organizations, levels of change, and populations. Data sources include All-payer Claims Database, administrative data from HCA, OB.COAP Clinical Data, WA Health Alliance Metrics, and more. Considerations like stratification, bias, and ease of obtainment are highlighted for each source.

  1. Which Data Source? This is a brief guide to help work groups make recommendations on the preferred data sources for the metrics they have identified in the guidelines. There are other sources than those listed here, however they may be specialized, or more difficult to obtain by the Bree Collaborative. Data sources for metrics should be most representative of: The organizations that the Bree Guidelines are aimed at (i.e. those contracting with the HCA, those participating in the Bree) The level at which change occurs (i.e. in clinics, in a specific population like Medicaid, or for the entire state) The population for which change is most important (i.e. data can be stratified by SOGI or other data elements) Slide 1

  2. Population level goals All-payer Claims Database Claims data only, stratification available Commercial payers Medicaid Is a population total No clinical data relies on claims codes Missing uninsured Difficult to obtain PEBB/SEBB Slide 2

  3. Administrative Goals or Objectives HCA clinical and administrative data Commercial payers Medicaid PEBB/SEBB Does not included commercial payers Is biased toward self-selected measures Is biased towards health plans and MCO data collection and reporting Somewhat difficult to obtain Slide 3

  4. Sample data for both goals and objectives OB COAP Clinical Data, stratification available OB COAP Clinical Data, stratification available Commercial payers Medicaid Bree Score Cards Is a subset of data Is biased towards participation Biased towards hospitals and large health systems Can be stratified Is easy to obtain PEBB/SEBB Slide 4

  5. Sample data for metrics WA Health Alliance Metrics only, some stratification Commercial payers Medicaid Is a subset of metrics For a subset of health care organizations that may or may not participate in other evaluation activities Is biased towards participation Is somewhat difficult to get PEBB/SEBB Slide 5

  6. Combining FHCQ data sources Organizations reporting to OB COAP AND Bree Organizations reporting to Bree only Evaluation Data Slide 6
